Statement by Ambassador Rodolfo Benítez Verson in the general debate under agenda item 10, “Technical Assistance and Capacity-Building”. 61st session of the Human Rights Council

Mr. President,

Cuba reiterates once again in this forum that respectful dialogue, technical assistance without interference, and genuine cooperation are the only effective methods for the promotion and protection of human rights in any nation.

The Council has an obligation to abide by the provisions of resolution 60/251 and the Institutional Building Package. The provision of advice, technical assistance, and capacity-building can only be carried out upon the request, in consultation with, and with the consent of the receiving State.

Cuba rejects the attempts by some to contaminate agenda item 10 with selective and interference-driven resolutions.

It is urgent to conduct a comprehensive analysis of the costs of the different mandates and mechanisms established by the Council, in order to redirect funds from all those that have proven ineffective and inoperative, for not having the consent of the concerned States.

Mr. President,

In recent years, Cuba has significantly increased its technical cooperation with the human rights mechanisms of the United Nations, including special procedures, treaty bodies, and the Office of the High Commissioner.

We have received official, academic, and technical exchange visits in various areas, which have contributed to improving Cuba’s performance, based on our unwavering commitment to the protection and promotion of human rights.

All these cooperation actions have always included, and as a priority, civil society.

This is only possible when there is absolute respect for our sovereignty and national priorities, without interference or impositions. This is the only viable path for genuine dialogue and cooperation in human rights.

Cuba remains committed to the noble purposes that motivated the inclusion of agenda item 10 in the Council’s agenda, which continue to be essential for supporting the efforts sovereignly decided by States in the realization of human rights.
