Statement by Ambassador Rodolfo Benítez Verson in the interactive dialogue with the Independent Expert Group on Belarus, at the 61st regular session of the Human Rights Council.

Mr. President,

The report presented on Belarus does not objectively reflect the reality of the country. It is not surprising that this is the result of the selective, biased, and intrusive resolution that is imposed year after year against Belarus.

Resolutions and punitive mechanisms that lack the consent of the concerned State, and that are imposed against certain countries—always from the Global South—do not contribute to the cause of human rights. On the contrary, they become an obstacle to respectful dialogue and genuine cooperation, which are the only effective ways to advance the promotion and protection of human rights in any country.

This selective and biased approach towards Belarus serves only to reinforce the narratives and political agendas of certain countries and to justify the imposition of unilateral coercive measures against that nation. We reiterate our call to respect the principles of impartiality and objectivity in the work of this Council.

This body spends annually nearly 40 million dollars on mandates that do not have the consent of the concerned States, as is the case with Belarus, disregarding the clear lack of effectiveness and results of such a punitive approach.

Continuing to use in this way the increasingly limited resources of the Council is neither rational nor sustainable.

We condemn the persistent external interference and attempts at destabilisation against any country, including Belarus. These acts are unacceptable and incompatible with the Charter of the United Nations and international law.

We also call for the immediate lifting of unilateral coercive measures that affect the human rights of the Belarusian people.
