Statement by Ambassador Rodolfo Benítez Verson, Permanent Representative of Cuba, on draft resolution L.10 “The Role of Good Governance in the Promotion and Protection of Human Rights”

Mr. President,

We thank the delegation for presenting draft resolution L.10.

Good governance in the field of human rights entails concrete results in access to fundamental rights, as well as high levels of popular participation in the implementation of public decisions.

Cuba is a member of the Group of Friends of Global Governance and advocates for a fairer and more inclusive global governance of human rights, based on respectful dialogue and genuine cooperation, as well as respect for sovereignty and non-interference.

We defend global governance in which human rights are not used as a pretext to disguise hegemony and the abuse of the great against the small, and of the strong against the weak.

No country is exempt from governance challenges, including in the field of human rights. Likewise, no country is a paradigm, nor does any country have the right to proclaim itself superior to others.

We support the call made in draft resolution L.10 to strengthen international cooperation to close all digital divides and address the challenges posed by these divides, particularly for developing countries.

It is the responsibility of all to ensure that new technologies, including artificial intelligence, are used for the benefit of humanity and not to deepen inequalities. We welcome the recognition in draft resolution L.10 that many countries need support in expanding infrastructure, technological cooperation and capacity-building.

Likewise, as indicated in the draft resolution, more inclusive and equitable participation of developing countries must be ensured in the formulation of standards applicable to artificial intelligence systems.

Cuba reiterates its support for draft resolution L.10 and calls for its adoption by consensus.

Thank you very much.
