Statement by Ambassador Rodolfo Benítez Verson, Permanent Representative of Cuba, during the Interactive Dialogue with the Independent Expert on the Promotion of a Democratic and Equitable International Order

Mr. President,

We thank the Expert for his valuable report. We welcome the explicit reference therein to the case of the threats against Cuba and the imposition of extreme unilateral coercive measures against our country, as an example of the growing trend by the United States to reshape the international order through the use of brute force.

As rightly indicated in the report, Cuba has suffered for more than six decades under the longest-standing and most comprehensive economic blockade in modern history, which has systematically restricted access to essential goods and development financing. The Expert also warns that this blockade has intensified to extreme and unprecedented levels in recent years, with tangible and severe humanitarian consequences.

We thank the Expert for his valuable recommendations to strengthen multilateralism. Even in the current context of high geopolitical complexity, multilateral diplomacy not only remains viable, but is also indispensable.

Provided that it is firmly grounded in the principles of the Charter and international law, multipolarity becomes an opportunity to achieve more inclusive, equitable, and resilient global governance.

In this context, we support the Expert’s proposal to initiate consultations on the creation of a global compliance index, which would serve as a practical and voluntary instrument.

We consider that such an instrument would contribute to integrating multipolarity into the normative and institutional framework of the United Nations system.

Thank you very much.
