We congratulate High Commissioner Volker Türk on his re-election.
Cuba reiterates its willingness to continue strengthening relations with the High Commissioner and his team, on the basis of respectful dialogue and constructive cooperation.
During 2026, the Government of the United States has further intensified its illegal coercive measures against Cuba to extreme levels, including through the imposition of a brutal energy blockade and secondary sanctions.
These measures have a devastating humanitarian impact and flagrantly and massively violate the human rights of the Cuban people. The deliberate and pernicious plan is to provoke a humanitarian tragedy and destabilize the country in order to achieve political objectives.
As the High Commissioner has emphasized, nothing can justify the suffocation of an entire population. The Council must act.
We appreciate the rejection of this criminal policy expressed by numerous countries and mandate holders of the Council.
The Cuban delegation will contribute actively and constructively to the success of the 63rd session of the Council, including through the submission of two draft resolutions on the use of mercenaries and the promotion of a new international order.
