Statement by Ambassador Rodolfo Benítez Verson, Permanent Representative of Cuba, at the Organizational Meeting of the Human Rights Council, regarding Decision 59/115 on the Implementation of Council-Mandated Activities

Mr. President,

As expressed by the Cuban delegation during the adoption of decision 59/115, the activities approved by States included in the annex of this document remain fully valid and must be implemented.

We request the Office of the High Commissioner to continue making all necessary efforts, within its mandate, to guarantee their full implementation.

We reiterate our call to the Office to provide comprehensive and systematic information on the costs, available financial resources, and human resources associated with the implementation of the activities mandated by the Council in 2025 and 2026.

This information will allow Member States, together with the Office, to develop an effective, transparent, and verifiable methodology. This will enable timely and well-founded decisions regarding mandated activities in the current context of financial strain.

We reaffirm that it always falls to Member States to make decisions regarding activities mandated by the Council, including any decision on those that could be affected by the impact of the financial and liquidity crisis.

Mr. President,

The Council must further promote activities linked to cooperation, capacity-building, technical assistance, and the strengthening of confidence.

It is also urgent to evaluate the reduction and eventual elimination of various selective and intrusive mandates and mechanisms imposed against developing countries. These are not only excessively costly but have also proven for years to be entirely ineffective in the promotion and protection of human rights.
