His Excellency Mr. Marcelo Ebrard Casaubon;

Esteemed friends;

A superpower must not be allowed to destroy small countries and impose its domination.

President Trump’s administration deliberately and cruelly identified COVID-19 as an opportunity to strengthen the genocidal blockade and the aggression against my country.  That policy is being enforced today by President Joseph Biden and is jeopardizing the integrity of the Cuban people.

The slanderous campaign, financed with federal US and Florida funds, used a toxic platform in order to instigate, through lies and distortions, social unrest and violence that may justify an intervention.  There was no social turmoil, and the Cuban people overwhelmingly rejected and defeated the attempt through the unity and broad majority consensus of all citizens.

I thank the numerous expressions of support and solidarity and condemnation of the blockade.  I reaffirm that the Cuban people and their government shall defend the socialist and social justice rule of law and shall persist in the construction of an independent, sovereign, socialist democratic, prosperous and sustainable nation.

Let us all struggle to change and democratize the international order.

I thank President Manuel López Obrador for his transcendental speech. I thank Mexico for its leadership and solidarity. We ratify Cuba’s unswerving commitment to regional integration and the condition of Latin America and the Caribbean as a Zone of Peace.  Faithful to the emancipating legacy of Liberator Simón Bolívar, let us preserve unity amidst adversity and concert our efforts to consolidate the Community of Latin American and Caribbean States.
