Madam President:
The Cuban delegation recognizes and salutes your efforts to adopt a decision that will allow the substantive work of this Conference to begin as soon as possible. We reiterate all our support.
Cuba advocates the adoption of a balanced Work Program that adequately reflects global disarmament priorities. If this is not possible, promoting the work of the five Subsidiary Bodies would be the minimum we can aspire to.
In that context, we must reach agreement without further delay on a detailed list of topics to guide the discussions.
Madam President:
The past January 29, 2026 US President, Donald Trump issued an executive order against Cuba, in which declares an alleged national emergency by virtue of which that government could apply trade tariffs to the imports of products from countries that supply oil to Cuba.
In order to justify such an extreme action, the text of the aforementioned order includes a long list of lies and defamatory allegations against Cuba. Particular among these is the absurd assertion that Cuba constitutes “an unusual and extraordinary threat” to the national security of the United States.
The President himself and his government are well aware that no one, or very few people, would believe such mendacious arguments, but they do not care. Such is their disdain for the truth, public opinion or government ethics when it comes to endorsing their attack on Cuba.
As the whole world knows, Cuba does not constitute any threat whatsoever to the United States, its national interests or the wellbeing of the citizens of that country who, moreover, have always been treated with respect and hospitality whenever their government have allowed them to visit the Island.
Cuba does not threaten or attack any country. It is a peace-loving, fraternal and cooperative country, ready to help and support other States.
Cuba does not host any foreign military or intelligence bases and rejects the characterization that it poses a threat to the security of the United States. It has also not supported any hostile activity against that country, nor will it allow our territory to be used against any other nation.
Cuba unequivocally condemns terrorism in all its forms and manifestations, while reaffirming its commitment to cooperate with the United States and other nations to strengthen regional and international security. We categorically declare that Cuba does not host, support, finance or permit terrorist or extremist organizations.
Is widely documented the historical willingness of Cuba to engage in serious, responsible dialogue with the United States government, based on international law, sovereign equality, mutual respect, reciprocal benefit, non-interference in internal affairs, and absolute respect for the independence and sovereignty of states.
With this decision, the United States government, through blackmail, threats, and direct coercion of third countries, consolidates a dangerous way of conducting foreign policy by force and exercising its ambitions to guarantee its imperialist hegemony.
We are in front of another flagrant violation of international law that also contravenes the Proclamation of Latin America and the Caribbean as a Zone of Peace. It confirms that it is the government of that country that is threatening the security, stability, and peace of the region and the world.
The government of the United States is mistaken when it believes that, through economic pressure and its determination to inflict suffering on millions of people, it will be able to break the Cuban people’s resolve to defend national sovereignty and to prevent Cuba from falling, once again, under U.S. domination.
We will face this new attack with firmness, equanimity, and the certainty that reason is absolutely on our side.
No one is safe from the expansionist ambitions of the government of the United States. The international community, including the Conference on Disarmament, cannot remain silent in the face of such grave acts that threaten international peace and security.
