Mr. Chair,
Cuba recognizes the important work of UNHCR in our region, in a complex context for multilateralism and international cooperation.
We particularly value the cooperation that the Office maintains with our country, including the technical assistance provided to strengthen national capacities in responding to displacement situations and to the effects of severe weather events.
The policy of hostility and economic blockade imposed by the Government of the United States against Cuba—intensified to unprecedented levels in recent years and which, since last 29 January, includes a criminal energy blockade against our country—has cumulative effects that severely impact the living conditions of the population, their development opportunities and, consequently, their mobility decisions.
This illegal and cruel policy must be brought to an immediate end.
Despite the impact of the terrible blockade faced by our people, Cuba maintains its firm commitment to the protection and well-being of all refugees present in national territory.
Our country has demonstrated, for decades, a clear political will and strong institutional capacity to guarantee universal and free access for refugees in Cuba to essential services such as health and education, without any discrimination.
We thank UNHCR for the support provided in Cuba to strengthen preparedness and response to disasters and displacement associated with climate events. This cooperation complements national efforts and contributes to strengthening the resilience of our communities.
Mr. Chair,
Cuba has continued to improve its legal and administrative framework on migration.
The new Migration Law, recently adopted, expands guarantees and benefits for foreign nationals in our territory, facilitates administrative procedures, strengthens the protection of rights, and consolidates a humanistic and orderly approach to mobility.
This legislation reflects the will of the Cuban State to ensure a safe, regulated, and respectful environment for those seeking to reside temporarily or permanently in the country.
We agree with UNHCR on the need to strengthen regional and international solidarity and cooperation, ensure adequate funding, and uphold shared responsibility—essential elements to address the structural causes of displacement and to support countries bearing the greatest burdens.
Cuba reiterates its willingness to continue working constructively with UNHCR and with States in the region to provide comprehensive, humane, and sustainable responses to displacement challenges.
Our country will continue to act with responsibility, solidarity, and strict adherence to the principles of international law, convinced that cooperation and mutual respect are essential to advance towards durable solutions.
