Mr. President,
We agree with the Special Rapporteur that the development and use of neurotechnologies should aim to contribute to people's right to life, health and broad and equitable access to the benefits of scientific and technological development, while preserving the right to privacy and the adequate processing of personal data.
The Cuban Constitution protects the right to privacy. It safeguards each individual’s right to have their own image and voice, honour, and personal identity protected.
Since 2022, our country has had a comprehensive Personal Data Protection Law, which serves as a major instrument for protecting privacy.
Cuba reiterates its concern over the violations of human rights and State sovereignty committed by certain governments, large companies, and technological clusters through increasing large-scale surveillance and interception of communications, and data collection and mining -the so-called Big Data- as well as the extraterritorial nature of these actions.
All States have a responsibility to effectively protect the right to privacy in the digital age, within a framework of respect for national sovereignty.
