Third Secretary Roberto Soto Martínez, speaks on the occasion of the Universal Periodic Review (UPR) of Spain. 49th session of the Human Rights Council’s UPR Working Group.

Mr. President,

We welcome the delegation of Spain and acknowledge the country's commitment to the Universal Periodic Review.

We view positively the adoption of the Strategic Framework for Citizenship and Inclusion, combating Racism and Xenophobia (2023-2027), and Law 15/2022, which enabled the establishment of a Prosecutor's Office dedicated to addressing hate crimes and discrimination.

We recommend:

  1. Advance the approval process for the Draft Comprehensive Organic Law to combat trafficking and exploitation of human beings, aiming to establish a comprehensive system to prevent and punish all forms of trafficking in persons and protect the rights of victims.
  2. Strengthen social security policies, primarily for individuals and groups in vulnerable situations.
  3. Continue efforts in international cooperation, particularly with developing countries.

We wish Spain success in this review, in implementing the accepted recommendations and in hosting the Fourth International Conference on Financing for Development.
