Mr. President:
States play a critical role in developing and implementing laws, rules and regulations to ensure that transnational corporations and other businesses comply with their international human rights obligations.
We concur with the Working Group's report regarding the obligation and responsibility of States and companies to ensure that AI systems are installed and operated in a manner respectful of human rights, establishing safeguards aimed at preventing their negative impacts.
Universal access and the ethical, inclusive and fair development of Artificial Intelligence and new technologies must be guaranteed, especially in developing countries. It is contrary to international law to impose barriers that prevent or limit access, such as unilateral coercive measures.
Artificial intelligence must be used in a responsible manner and oriented to the implementation of the Sustainable Development Goals, without reproducing xenophobic or discriminatory patterns.
Since May 2024, the National Strategy for the development and use of artificial intelligence has been implemented in Cuba and “SocIA” was launched, the first Cuban sovereign platform for artificial intelligence, aimed at promoting the use of intelligent systems by national institutions.
In conclusion, I reiterate Cuba's support for the adoption of a binding legal instrument to regulate the activity of transnational corporations and other transnational corporations, pursuant to resolution 26/9 of the Human Rights Council.
