At the UN, Cuba reaffirms the need for a comprehensive and equitable reform of the Security Council

New York, November 18, 2025. — The Permanent Representative of Cuba to the United Nations, Ambassador Ernesto Soberón Guzmán, spoke in the debate on item 122 of the 80th session of the UN General Assembly, reiterating Cuba’s firm support for a comprehensive, transparent and truly representative reform of the Security Council.

Ambassador Soberón supported the work of the new Co-Chairs of the intergovernmental negotiations and emphasized that expanding the council should include more permanent and nonpermanent members, with a composition of no less than 26 members, ensuring the representation of Africa, developing Asia, and Latin America and the Caribbean.

He reaffirmed Cuba’s opposition to creating new membership categories and advocated for improving the body’s working methods, with greater transparency, the issuance of minutes of closed consultations, and the adoption of provisional rules of procedure.

He recalled Cuba’s opposition to the right of veto, although he insisted that, as long as it exists, all permanent members should have equal prerogatives. He also rejected the Council’s interference in matters outside its mandate, particularly those related to the General Assembly.

Ambassador Soberón stressed that intergovernmental negotiations are the appropriate forum for moving forward toward a reform with the broadest acceptance by Member States, in accordance with decision 62/557.
