Ambassador Daylenis Moreno Guerra, the Chargé d'Affaires, a.i. of the Permanent Mission of Cuba to the United Nations, spoke in the Security Council open debate on multilateralism and the peaceful settlement of disputes on Tuesday.
During her speech, Ambassador Guerra denounced the escalation of wars, hegemonic agendas, unilateral coercive measures, and the so-called "diplomacy of force," all of which undermine the fundamental principles of international law. She particularly noted Israel's recent aggressions against Iran, perpetrated with U.S. support, including attacks on nuclear facilities, in violation of the Treaty on the Non-Proliferation of Nuclear Weapons.
She also condemned the massacre of the Palestinian people by the Israeli army with U.S. complicity, and the international community's inaction in the face of these crimes, which she described as a genocide that must cease immediately.
Cuba reaffirmed its solidarity with the peoples of Iran and Palestine and its commitment to resolving disputes peacefully through dialogue, diplomacy, cooperation, and mediation, as established in the UN Charter.
The Cuban diplomat stressed that, on the eve of the Organization's 80th anniversary, it is imperative to renew the commitment to the UN's founding principles. She rejected the use of blockades, unilateral lists, and punitive actions that violate international law, such as those applied against Cuba, including the persecution of the international medical cooperation.
She emphasized that dialogue, diplomacy, cooperation, solidarity, integration and the mechanisms for the peaceful settlement of disputes enshrined in the UN Charter, including mediation and negotiation, with the consent of the parties, should be favored over punitive approaches. She advocated for addressing the root causes of conflicts and their historical antecedents and urged the Security Council, whose primary responsibility is the maintenance of international peace and security, to act without double standards, selectivity or politicization.
She also emphasized the importance of the Proclamation of Latin America and the Caribbean as a Zone of Peace, which was adopted in Havana in 2014 as an expression of the region's commitment to peace and respect for the sovereignty of its peoples.
She concluded by reiterating that Cuba will continue to consistently advocate for the construction of a truly just, democratic, and equitable international order, in which the sovereignty and self-determination of all peoples are fully respected.
