We ratify our delegation's support for your chairmanship and the mandate of this Working Group.
At the same time, we appreciate the circulation of the second revised version of the proposed international instrument for the regulation, monitoring and oversight of the activities of private military and security companies, which constitutes the main mandate of this Working Group.
Madam Chairperson / Rapporteur,
Geneva, 10 April 2023. Cuba's outstanding participation at the recently concluded 52nd regular session of the Human Rights Council confirmed its position as one of the main actors in this forum.
The Cuban delegation actively participated and contributed to the balanced treatment of all human rights during this session, which took place from 27 February to 4 April at the Palais des Nations in Geneva.
Mr. President,
Cuba is opposed to the imposition of selective and politically motivated resolutions and mandates, as in the present case against the Democratic People's Republic of Korea.
This type of resolutions, imposed against the will of the State concerned, does not contribute to the promotion of human rights, and closes the door to the dialogue and cooperation that should prevail in the Council. Moreover, it has proven to be extremely inefficient in terms of the Council's time and resources.
Madam Vice-President,
Only respectful dialogue and mutually beneficial cooperation can guarantee the treatment of human rights on the basis of equality and non-discrimination.
Unfortunately, this item on the Council's agenda continues to be used to single out developing countries under the guise of technical assistance and human rights capacity building.
