Fifteen years after the adoption of the Durban Declaration and Program of Action at the World Conference against Racism, Racial Discrimination, Xenophobia and related Intolerance, its full implementation remains a pending issue in the struggle for equal rights for all human beings.
We note with concern that in many regions and countries of the world, racism, racial discrimination and xenophobia continue to occur, and even take new and more sophisticated forms.

The threat of an arms race in outer space and its militarization increases with the continuing development and improvement of space weapons, the presence of war materials in space such as military satellites, and the absence of a legally binding framework preventing weapons from been deployed in outer space.
Cuba supports the policy of no-first placement of any kinds of weapons in outer space and is fully committed to the prevention of the arms race in outer space.

Cuba does not possess or intend to possess any kind of weapons of mass destruction and strongly supports their total and full prohibition and elimination.
The only absolute guarantee to prevent the acquisition and use of weapons of mass destruction, even by terrorists, is the total and immediate elimination and prohibition of these weapons in a transparent, verifiable and irreversible manner.

Cuba endorses the statements made by the distinguished delegations of Thailand and the Maldives, who have spoken today on behalf of the Group of 77 and China, and of the Alliance of Small Island Developing States, respectively.
In like manner, my delegation would like to commend the Secretary-General for the reports presented on the issue under discussion.

My delegation endorses the declaration made by the Dominican Republic on behalf of the Community of Latin American and Caribbean States (CELAC).
Indigenous peoples have historically been subject to serious violations of their rights, to brutal discrimination practices, plundering of resources and genocide. In the case of Cuba alone, in slightly more than 30 years after colonization started, the population of 120,000 inhabitants was totally exterminated

We fully support the statement delivered by Indonesia on behalf of the Non-Aligned Movement.
The international community cannot remain silent in the face of the major threat posed by nuclear weapons for the survival of humankind. Intentional or not, the detonation of a small fraction of these weapons would have devastating consequences for our planet.
The existence of over 15,000 nuclear weapons, 4,000 of them ready to be deployed, cannot be justified and is unacceptable.

While progress has been achieved worldwide in the defense of the rights of the child, it is regrettable that these have been unequally distributed on the basis of wealth divide and polarization between the North and the South, and even within the industrialized nations themselves.
Millions of childrenare still living under unacceptable conditions. According to estimates, some 5.9 million children died in 2015 before their fifth birthday, most of them from diseases that can be prevented and treated easily and affordably.

I would like to thank Under-Secretary-General for Management, Mr. Yukio Takasu, for his presentation on the financial situation of the Organization.
My delegation endorses the statement made by the distinguished delegation of the Kingdom of Thailand on behalf of the Group of 77 and China. Nevertheless, we need to provide some remarks in our national capacity.
