Declaration of the 15th Meeting of the ALBA-TCP Political Council
We, the Ministers of Foreign Affairs of the member countries of the Bolivarian Alliance of Latin America - People's Trade Treaty, at the 15th meeting of its Political Council in Havana:
Reject the aggression and manipulation inflicted on the sister Bolivarian Republic of Venezuela, as well as the deceit and lies that threaten its sovereignty, independence and stability, and those of the entire region.
Condemn the interventionist, illegal and pro-imperialist conduct of the Secretary-General of the OAS and his attempts to obstruct the sovereign right of the Venezuelan sister nation for participative democracy enshrined in its Bolivarian constitution, fully consistent with the United Nations Charter and the proclamation of Latin America & the Caribbean as a Peace Zone.
Demand that the OAS, the self-styled guarantor of democracy in the hemisphere, to explain its political selectivity in backing coups d'état and subversion against the progressive and revolutionary governments elected by popular vote, and its silence in regards to the forced disappearances and murders of journalists and political and social leaders.
Call on an end to the OAS' conspiratorial silence about the building of a wall against Mexico and Our America and the massive deportations of Latin American and Caribbean people fleeing poverty and insecurity in their countries, especially the deportations producing broken families and leaving children unprotected.
Condemn the attempts by the OAS to resuscitate against Venezuela, under false accusations of “threats to collective peace and stability” and by politicized and biased criteria, the interventionist words and practices which in the past led to aggression, invasions and military occupations of countries and to cruel dictatorships in the hemisphere.
Support the Bolivarian Revolution which has restored the rights and the dignity of millions of human beings within and beyond its borders; we are grateful for its generous solidarity, courage and resistance, its efforts in the interests of unity and integration within our region and we share its ideals of democracy, social justice and support for the oppressed anywhere in the world.
Commend the efforts of the Venezuelan government to develop and ensure the general prosperity of its nation, with the cooperation of all sectors of society, and its readiness to engage in wide-ranging, inclusive, constructive and courteous dialogue, free of interference or conditions imposed from outside, in the pursuit of solutions to the main problems affecting the lives of its citizens.
Recognize the tireless efforts of President Nicolás Maduro Moros's government and the president himself in fostering national dialogue and resolving disputes.
Appreciate the capacity for resistance of the valiant Venezuelan people and the civil-military union, impregnable bulwarks of the emancipating Bolivarian ideology.
Reiterate that unity and joint efforts will enable us to face, in better conditions, all kinds of challenges threatening our region. There is an urgent need to fight and defend a united Latin America & the Caribbean, characterized by respect, friendly relations and cooperation, as expressed in the Proclamation of Latin America & the Caribbean as a Peace Zone.
Reaffirm our deep conviction that preserving the independence of Venezuela is preserving the independence, the unity, the stability and the development of our region.
Now is the time for unity, peace and hope!

Declaration of the 15th Meeting of the ALBA-TCP Political Council on Nicaragua
We the Ministers of Foreign Affairs of the member countries of the Bolivarian Alliance of Latin America – People’s Trade Treaty, at the 15th meeting of its Political Council in Havana:
Denounce and condemn the readiness of a group of US members of Congress known for their reactionary, disrespectful and interfering positions, to reintroduce in that country’s Congress the draft for what is known as NICA-ACT.
This NICA-ACT is a perverse desire to impose an economic blockade on the people and Government of Nicaragua, thereby infringing upon the right of that sister country its right to wellbeing, security, work and peace.
It is a new threat of the many which throughout history have hovered over Nicaragua; a new attempt of the imperialist mentalities to gain control over Nicaragua, granting themselves the right to destructively interfere in its domestic matters.
The act known as NICA-ACT aims to destabilize a country which lives in peace, a country acknowledged for its social, economic and security achievements, in a successful political model of alliances and unity in every sphere.
The countries of ALBA express their support of and solidarity with the people and Government of Nicaragua, and they reiterate their rejection of this new aggression against a nation that has been able to defend with dignity its right to wellbeing, social harmony, security and peace.

Declaration of the 15th Meeting of the ALBA-TCP Political Council on the results of the second electoral round in the Republic of Ecuador
We, the Ministers of Foreign Affairs of the member countries of the Bolivarian Alliance of Latin America - People's Trade Treaty, at the 15th meeting of its Political Council in Havana, have been informed of the results of the second round in the presidential elections held in the sister Republic of Ecuador on 2 April 2017, and have decided:
To recognize and congratulate on their victory the Movimiento Alianza País candidates comrades Lenin Moreno Garcés and Jorge Glas Espinel who represent the inception of a new stage in the Citizens' Revolution in Ecuador and the continuing commitment of this sister nation to regional unity and development, and to defending the sovereignty of Latin America.
To emphasize our conviction that the profound transformations undertaken with the Citizens' Revolution in Ecuador over the past ten years have been vital to the country's socioeconomic development, to the expansion of enjoyment of the democratic freedoms and human rights of the citizens, and to the strengthening of a State of law in solidarity and pro-Latin American positioning.
To denounce the plans of a sector of the Ecuadorian oligarchy, allied to the external enemies of Latin American and Caribbean progressive processes, with the support of commercial, politicized and biased means of communication, in order to ignore the results of the people’s will peacefully and democratically shown in the ballots by the Ecuadorean people, in the presidential elections of 2 April, despite the wide recognition by the international community and observation and accompanying electoral missions that evaluated the Ecuadorian electoral process as an example.
To reaffirm the need to reinforce unity, regional coordination and integration, to confront threats as well as to defend our peoples' sovereignty, free self-determination and right to peace and the development of our peoples, based on the principles of the Proclamation of Latin America & the Caribbean as a Peace Zone, signed by the region's Heads of State and Government at the Second CELAC Summit Conference in Havana; convinced that any attempt to subjugate or divide us will be doomed to failure.
