Cuba Reiterates Commitment with International Humanitarian Law

Geneva, Apr 12 (Prensa Latina) Cuba reiterated at the UN Headquarters in Geneva its commitment to respect and comply with international humanitarian law (IHL), as well as the intergovernmental process aimed at strengthening it.

This position was reaffirmed by the counselor of the Cuban Embassy in Geneva, Claudia Pérez Álvarez, who is participating at the second formal meeting of the International Committee of the Red Cross on 'Strengthening respect for IHL.'

'We believe that in the current international scenario, with increasingly complex armed conflicts of long-term solution, the development, dissemination and application at national and international levels of IHL rules and principles should be promoted,' she stated.

The diplomatic representative said that the process must take into account the concerns of all States, particularly developing countries, before reaching hasty conclusions or submitting final proposals.

'The promotion of strengthening and compliance of the IHL must be carried out through multilateral and universal mechanisms. Any regional forum that does not constitute a genuine space for cooperation in this area should be left out of the options provided, 'emphasized Pérez Álvarez.

On the other hand, the counselor called essential to make a complete assessment aimed at evaluating the existing mechanisms, with a view to finding solutions to strengthen the implementation of IHL.

In this sense, it considered necessary to identify in detail the current gaps through an in-depth analysis of the topic.

'The objective of this process is to strengthen international compliance with IHL worldwide. We are concerned that if we reiterate the path of trying to impose the vision of only a group of countries, the goals that the process pursues could again be undone, 'he warned.
