Kingston, 29 March 2024. The Cuban delegation attending the first part of the 29th Session of the Council of the International Seabed Authority (ISBA) denounced the negative impact of the application of unilateral coercive measures in the implementation of a future Exploitation Regulation. In his intervention, the Permanent Representative of Cuba to this international organisation, Ambassador Fermín Quiñones Sánchez, exposed the effects of the genocidal policy of the blockade and the inclusion of our country in the unilateral and illegal list of states that supposedly sponsor terrorism, which, given their extraterritorial nature, could hinder the correct application of the aforementioned regulations, particularly with regard to the transfer of technologies for the exploration, exploitation and processing of the resources of the Area.
During his speech, the Cuban diplomat emphasised the responsibility of the Member States in the protection and reasonable use of the common heritage of humanity. He also reaffirmed the importance of the United Nations Convention on the Law of the Sea for the maintenance and strengthening of peace, international law and sustainable development in the oceans and seas.
The first part of the ISBA Council met in Kingston, Jamaica, from 18 to 29 March.
