Speech by the Cuban delegation in the Thematic Debate on “Strengthening the accountability, transparency and institutional memory of the Office of the President of the General Assembly.”

Dear Co-Chairs,

We thank you for convening this debate to continue exchanging on the revitalization of the work of the General Assembly, the main deliberative and representative body of the United Nations.

My delegation aligns itself with the statement made by Algeria on behalf of the Non-Aligned Movement and wishes to add the following comments in its national capacity.  

First, we reiterate our congratulations on your appointment as Co-Chairs of the Ad Hoc Working Group on the Revitalization of the Work of the General Assembly, during the 79th session. We wish you success in the performance of your duties and convey to you our full support in this process.

Regarding the central theme of this thematic debate, we stress the necessity to enhance the role of the Office of the President of the General Assembly, through the allocation of sufficient human and financial resources to be charged to the regular budget of the Organization, and the provision of the administrative, technical and logistical support that it needs to carry out its functions in accordance with its mandate.

The fact that the Office depends mostly on extra-budgetary resources to carry out its functions undermines its independence and impartiality. Likewise, we reiterate the calls to strengthen the Office of the President of the General Assembly through resources allocated for additional positions.

The information stemming from an entire period of sessions by the President of the General Assembly, with the support of his Office, acquires a relevant, qualitative and quantitative value. This information must be accessible to Member States in a timely manner and archived in line with the procedures established for this purpose.   

Likewise, it is important that every work process resulting from the functions of the President of the General Assembly is made known to the Member States. This transparency in the performance of his duties contributes to the achievement of the purposes of the United Nations and reaffirms his commitment to the principles contained in the Charter, while contributing significantly to the accountability.

Co-Chairs,

We welcome the handover reports issued in recent years by the outgoing Presidents, as they provide a valuable summary of the work of the UNGA during the sessions. This contributes to making the work of the incoming President of the General Assembly more effective and coherent, by providing the background for the exercise of his functions. We call for this practice to continue in the future.

We also recognize the information provided by the President of the General Assembly about his work priorities during his mandate. 

We hope that the negotiation process of the next resolution on the Revitalization of the work of the General Assembly, which will take place over the coming months, will lead us to continue to move towards the effectiveness and efficiency of the work of this important body and the Office of its President.  

To conclude, the strengthening of the accountability, transparency and institutional memory of the Office of the President of the General Assembly is essential not only to continue promoting the efficiency of the United Nations, but also to contribute to the collective efforts towards multilateralism.
