Final Declaration of the Patria Colloquium

The attendees of the IV International Colloquium "Patria," gathered since last Monday at the University of Havana to offer insights into left-wing political communication in the face of the media war under the motto "We are peoples weaving networks," issued a final declaration this Wednesday during the event's closing ceremony. Due to its importance, we transmit the full text of the Declaration below. The International Colloquium "Patria" emerged with the purpose of articulating emancipatory communication projects, experiences, and strategies in the face of the dominant models imposed by those who use the media and the internet as spaces to foment hatred, division, and confrontation among peoples. Today, as we close the IV edition of this International Colloquium, we assume the commitment to build a permanent working network promoting a Southern Network, aware that ideas only come to life when accompanied by collective and permanent organization. We, the participants in "Homeland," recognize that while technology has historically served domination and exploitation, it also holds profound emancipatory potential when reorganized under principles of social justice and popular sovereignty. But the race for Artificial Intelligence has allowed global corporations to seize the initiative. Transcending the individualistic model of consumption and establishing ourselves in a commons, in line with the free software movement, is a prerequisite for building a future other than the one designed by the billionaires who currently make up the Propaganda Ministry of Donald Trump's regime. In this context, the IV International Colloquium assumes the following fundamental tasks: • To continue denouncing and confronting the technological and economic blockade imposed against peoples like Cuba, which restricts access to essential technologies, violating their rights to development and sovereignty. • To relentlessly condemn, in every forum where we meet, the genocide against the Palestinian people, victims of savage techniques of control and social annihilation. • Resolutely confront cognitive warfare, actively combating disinformation campaigns, media manipulation, and psychological warfare promoted by imperialist actors, and developing communication agendas that respond to the interests of the people. • Promote a new global technological order based on cooperation, sovereignty, and solidarity, guaranteeing equitable participation and prioritizing the common good over imperialist geopolitical interests. • Establish a platform for reflection on technology based on free software tools, whose configuration favors the use of collaborative tools. This network will allow us to define our agendas for economic and cultural development, and for political organization. • Promote, from all our spaces, activism for a new sensibility that will only come from the multiple and plural cultures of our peoples. • Promote the creation of a "Digital Bill of Rights" that guarantees privacy, plurality of voices, and universal access to technology, fundamental pillars for building a more just and equitable world. This Colloquium, which brought together more than 400 participants from 50 countries, including ministers and government officials from the South, is especially dedicated to Telesur, a true beacon for Our America and the world. The next meeting, in 2026, will honor the centennial of the birth of the leader of the Cuban Revolution, Fidel Castro. Therefore, the Colloquium is not over; today marks the first day of our next meeting. Let us make the collaborative projects developed in this edition of the Colloquium a reality, and let us return next March to continue making "Patria," which is possible if we strengthen resistance networks, build sovereignty, and consolidate communication at the service of the people.
