Statement by H.E. Ambassador Ernesto Soberón Guzmán, Permanent Representative of Cuba. Interactive Dialogue 1 on The Pact for the Future

Mr. President:

Our delegation aligns itself with the statement delivered by Venezuela on behalf of the Group of Friends in Defense of the Charter and wishes to convey the following points in a national capacity.

The negotiation of the Pact for the Future required a great deal of effort and negotiation to reach the final result. While this document reflects the value of multilateralism, we hope that its implementation will contribute to accelerating the implementation of the 2030 Agenda.

Reflecting on the third question contained in the concept note of this event, regarding possible courses of action to crystallize the transformative spirit of the Pact, we recall our statement of last October 7 during the debate on General Assembly’s item 123, in which we proposed a 5-point plan to ensure the achievement of the objectives of the Pact, namely:

First, it is necessary to implement the commitment reflected in the Pact for the Future to urgently advance the discussions on the SDG Stimulus. None of the actions envisaged in the Pact will be implemented without adequate financial support. We believe that structured discussions on this initiative should be launched under the authority of the President of the General Assembly.

Second, there is a need for a report by the Secretary-General, as called for in the Pact for the Future, on the impact of increased military spending on sustainable development. Contrary to the provisions of the Pact, the narrative of recent weeks points more to rearming than to financing for development.

Third, it is imperative that the Secretary-General makes proposals to strengthen the UN's capacity to bridge the digital divide and to assist national governments in harnessing science and technology for development.

Fourth, we request a roadmap from the Secretary-General with possible timelines and deliverables for his outreach to multilateral development banks, credit rating agencies and international financial institutions.

My fifth and last point is that we note the need to establish multilateral governance of artificial intelligence and a global fund to promote these technologies, as envisaged in the Global Digital Pact. Developing countries must not be excluded from this new technological revolution.

In conclusion, we would like to express our commitment to follow your leadership in implementing these points, which will give real meaning to the Pact for the Future.
