Mr. President:
We appreciate this meeting being convened to discuss the Security Council's 2024 Annual Report to the General Assembly.
We recognize the efforts made to present the report on schedule, as well as the inclusion of information on draft resolutions that were not adopted due to vetoes, and on procedural votes that took place during the year.
We positively acknowledge that the report addresses the concerns of many Member States regarding the Security Council's ability to fulfill its responsibilities under the United Nations Charter.
However, the following fundamental concerns remain that require attention.
The document is descriptive, and simply lists meetings and resolutions without offering a critical analysis of the causes and implications of the Council's decisions.
In the context of Israel's genocide against the Palestinian people, for example, it is inconceivable that the report has again omitted an analysis of Israel's violations of Security Council resolutions, including Resolution 2334 (2016) and others adopted since the escalation of the conflict in Gaza, during the period under review. The report also fails to analyze the Security Council's paralysis in the face of this situation due to the United States' repeated complicit vetoes, which show absolute contempt for multilateralism and the UN.
We note that in 2024, the number of public Security Council meetings increased somewhat, as did the practice of Council presidencies reporting on the Council's work at the beginning and end of each month. However, the Council's tendency to work in closed formats with the other UN Member States, on whose behalf the Council must act in accordance with Article 24 of the Charter, continues.
Mr. President:
In this context, we insist on the following:
- the adoption of the Security Council's rules of procedure to end 80 years of the provisional status of its rules;
- the submission of comprehensive and analytical reports to the General Assembly by the Security Council, constituting a true exercise of accountability;
- the issuing of minutes of informal consultations to inform the entire UN membership;
- the elimination of the selective manipulation of the Council's methods and practices in accordance with political agendas and domination;
- the Security Council comprehensive reform aimed at turning it into the transparent, democratic, and representative longed-for body;
- the cessation of the Council's continued and dangerous usurpation of the General Assembly's functions.
As we commemorate the 80th anniversary of the organization, we reaffirm the importance of the United Nations' role and our commitment to respecting the principles and purposes of the UN Charter and the norms of international law in the face of unprecedented challenges facing the international community.
We stress the value of multilateralism in the face of ongoing violations of the UN Charter and international law, aggression, interference in the internal affairs of states, and the imposition of unilateral coercive measures for political purposes, as well as the aggressive military doctrines of domination, expansionism, and supremacism that alarmingly undermine the international peace and security.
At this crucial time, we urge the Security Council to fulfill its mandate without political manipulation, selectivity, or double standards and up to the global challenges. Its inaction in dealing with pressing issues for the international community has undermined multilateralism and the credibility of the UN. The Council must act immediately, effectively, and with a sense of justice and well-being for all humanity.
