Cuba has joined the equitable global governance drive and denounced at the UN the coercive measures that hinder development.

New York, 9 December 2025. The Permanent Representative of Cuba to the United Nations, Ambassador Ernesto Soberón Guzmán, spoke at the inaugural meeting of the Group of Friends of Global Governance today, an initiative that Cuba fully welcomes and supports. In his speech, Ambassador Guzmán expressed Cuba's gratitude to the People's Republic of China for convening this group, particularly given the current international context of growing inequalities, geopolitical tensions and ongoing development challenges.

Ambassador Soberón reaffirmed Cuba's commitment to building a more just, democratic and equitable system of global governance based on the purposes and principles of the United Nations Charter, and on an inclusive multilateralism with the UN at its center. He stressed that the multilateral system must be reformed and strengthened to prioritize development and address the historical under-representation of Global South countries in key decision-making bodies.

He also condemned the use of unilateral coercive measures, which violate international law, hinder development, and inflict suffering on entire populations. Ambassador Soberón recalled that Cuba has experienced the consequences of these policies firsthand, policies that are incompatible with a just world order.

The ambassador emphasized that the creation of the Group of Friends provides an opportunity to develop a shared vision for a truly inclusive and development-oriented global governance. He reiterated Cuba's commitment to actively contribute to this effort and to promote, along with the other members, constructive cooperation and coordinated work within the United Nations system.

He concluded by stating that joint action will enable us to move toward a global governance architecture that better responds to the needs and aspirations of the Global South.
