Cuba reaffirms at the Security Council that peace in the Middle East depends on the full recognition of Palestine and respect for International Law.

New York, June 10, 2026. – The Permanent Representative of Cuba to the United Nations, Ambassador Ernesto Soberón Guzmán, reaffirmed today at the Security Council that just, ample and lasting peace in the Middle East will not be possible without a definitive solution to the Palestinian question that put an end to genocide and Israel’s illegal occupation of the Palestinian territories.

During the open debate of the Security Council titled “Advancing Political Solutions in the Middle East: Mediation and Dialogue for Lasting Peace,” the Cuban diplomat warned of the risks that entail the intention to impose a purported doctrine of peace through the use of force and the application of unilateral coercive measures, practices that undermine multilateralism, violate the purposes and principles of the UN Charter.

Ambassador Soberón reaffirmed Cuba’s historic position in favor of the full recognition of the inalienable rights of the Palestinian people, including their right to establish an independent and sovereign state within the pre-1967 borders, with East Jerusalem as its capital, and to guarantee the right of return for refugees. In addition, he demanded Palestine’s admission, without further delay, as a full Member State of the UN.

The Cuban delegation condemned Israel’s attacks on civilians in the occupied Palestinian territories, its actions against UNRWA, the obstacles to humanitarian aid, and the use of hunger as a weapon of war. Likewise, he denounced the strategy of occupation, colonization, and collective punishment applied by the Occupying Power to prevent the recognition of the State of Palestine and the exercise of the Palestinian people’s right to self-determination.

Cuba also rejected the Israeli aggression against Lebanon, including the military operations conducted in its territory and the use of weapons prohibited by the International Humanitarian Law, while demanding respect for the Lebanese territorial integrity. In this regard, the Cuban representative reiterated the immediate, total, and unconditional withdrawal of Israel from the Syrian Golan Heights and all occupied Arab territories and condemned the aggression by the United States and Israel against Iran, considering that it endangered regional and international peace, security, and stability.

Cuba’s Permanent Representative recognized the diplomatic efforts of countries in the region to promote dialogue and a negotiated solution to the existing conflicts. In this regard, he reaffirmed Cuba’s commitment to respect for national sovereignty, territorial integrity, and peaceful coexistence among states, as well as to the peaceful settlement of disputes.

In his remarks, Ambassador Soberón also warned of the dangers posed by the growing threats and hostile actions of the U.S. government against Cuba. He denounced that these threats are compounded by the extreme intensification of the economic, commercial, and financial blockade, the energy blockade imposed on the country, and the application of extraterritorial sanctions, in open violation of the United Nations Charter, international law, and the Proclamation of Latin America and the Caribbean as a Zone of Peace.

The Cuban diplomat rejected the baseless accusations that seek to portray Cuba as a threat to U.S. national security and reiterated that Cuba is a nation committed to peace, posing no danger to any country. He also reaffirmed his government’s willingness to maintain a respectful and sovereign dialogue, free from interference or conditions, while reiterating the Cuban people’s determination to defend their independence and sovereignty.

In closing, Ambassador Soberón reaffirmed that Cuba will continue to defend, in all international forums, multilateralism, the sovereign equality of states, the peaceful settlement of disputes, non-interference in internal affairs, and unrestricted respect for the United Nations Charter and international law, as indispensable foundations for ensuring international peace and security.
