Madam Coordinator,
Cuba shares the view expressed in the document that strong institutions at all levels of government are indispensable to ensuring the coherent implementation of IHL.
The integration of IHL into national legislation, leadership frameworks and operational systems is essential to ensure that compliance with it becomes the norm rather than the exception. Accordingly, Cuba supports the proposals to establish executive focal points and national IHL committees, together with the allocation of adequate resources to support their work.
We consider that education in humanitarian values is a continuous process that must be embedded in military and civilian training from the earliest stages. This approach is reflected in the doctrine of our educational and defence institutions.
We firmly support the call to integrate the values of IHL into civic education, collective memory and intergenerational commitment.
We value the emphasis placed in the document on the need for institutional safeguards to identify risk factors before violations of IHL occur.
Cuba advocates responsible communication regarding armed conflicts and the active participation of humanitarian, academic and civil society organizations in the promotion of IHL.
Finally, we consider that this document on good practices represents a positive contribution to the global debate on IHL, and Cuba will continue to participate in that debate actively and constructively.
