Mr. Coordinator,
The Cuban delegation expresses its appreciation for the revised document presented before us. We welcome the recognition in the text that preserving pathways to peace requires the effective functioning of the legal, institutional and operational systems that underpin IHL.
Our country has translated political commitment into concrete institutional action through the establishment, in 2025, of the National Commission on International Humanitarian Law (CONADIH), comprising ten ministries and bodies of the Cuban government. Its primary responsibility is to promote strict respect for and compliance with, as well as the dissemination and defence of, the principles and rules of International Humanitarian Law by the State and the Government.
Cuba supports the establishment by the ICRC of an online communication platform for National IHL Committees, which would provide a forum for the exchange of experiences among the Committees.
We emphasize the need to strengthen the dissemination of International Humanitarian Law throughout society, with particular emphasis on key sectors, including the armed forces, security forces, the education system and the media.
Continuity, interministerial coordination, and the training and continuous professional development of the members of National IHL Committees are important conditions for success.
Cuba supports the recommendations contained in the document concerning training, low staff turnover, and the preservation of institutional memory.
