Energetic Rejection of New Slanderous Campaign by the U.S. Department of State.

Statement of the Ministry of Foreign Affairs

Cuba rejects, in the strongest terms, the report published on July 20 by the United States Department of State, referring to the alleged subversive influence of Cuba against that country. It is a mediocre propaganda pamphlet. It seeks to bolster the mendacious message that Cuba constitutes a threat to the United States, a pretext that said government uses for collective punishment and genocide against the Cuban people. By constructing accusatory legends, it aims to fabricate consensus for a possible military aggression.

It is hypocritical for the Department of State to accuse Cuba of promoting subversive actions, when it is well known that it is the U.S. government itself that each year allocates tens of millions of dollars from its federal budget to subvert the internal order in Cuba, provoke hunger, despair, and the overthrow of the Cuban government. This is the same government with a sordid record of interference and violation of international law, that carries out extrajudicial executions in international waters, practices political assassination, sponsors acts of genocide, attacks sovereign countries on every continent, and interferes in the electoral processes of sovereign states.

It is also hypocritical to persist in the falsehood of labeling Cuba as a State sponsor of terrorism. It is evident that neither in this nor in any other report can evidence or even the slightest indication be presented for such an illegitimate accusation, since none exists, as confirmed by specialized agencies of the U.S. government itself. It is, however, public knowledge that in U.S. territory those who finance, organize, and instigate violent and terrorist acts against Cuba have found protection and total impunity

This report is inserted into the discourse of the so‑called “left‑wing terrorism,” a novel concept that the U.S. government, and in particular its Secretary of State, are intent on promoting as the new enemy. In this way, they seek to attack every progressive trait, social commitment, or leftist manifestation inside and outside U.S. territory, increase repression, and establish a new McCarthyism.

The aim is, above all, to repress and attack the U.S. population itself and intimidate those who express solidarity, including those who denounce their government’s unjust aggression against Cuba. It is acknowledged that opposition is growing in the United States—including among Cubans living there and their descendants—against the energy blockade, the strangulation of the Cuban economy, and the threat of military aggression.

The Department of State insists on questioning Cuba’s ties with other sovereign nations, as if international law had ceased to exist. It manipulates and distorts Cuba’s solidarity, anti‑colonialist, and internationalist trajectory, which is widely recognized, even within the United States. Each year that country suffers reiterated and overwhelming isolation at the United Nations for refusing to end the economic blockade.

Unable to conceal its hidden admiration for the epic of the Cuban Revolution, the report reveals the fear of a nuclear superpower before the example of an ideal of social justice and defense of sovereignty. It demonstrates an inferiority complex toward a national program that prioritizes the people over the elites.

As it has always done, Cuba will continue to foster relations of friendship with the people and institutions of the United States, in strict adherence to international law, the Charter of the United Nations, and the Vienna Convention on Diplomatic Relations.
