New York, 1 February 2018.The Permanent Representative of Cuba to the United Nations, Ambassador Anayansi Rodriguez Camejo, thanked for the convening of the debate within the framework of the intergovernmental negotiations on Security Council reform (IGN), approaching their 10th anniversary. She indicated that Cuba supports a genuine and profound reform of the Security Council, to convert it into a truly effective, transparent, representative and democratic body.
The Cuban diplomat expressed her support for the enlargement of the Security Council in its two categories, permanent and non-permanent members; the elimination of the anti-democratic right of veto; a profound reform of the working methods of this main organ of the United Nations; and respect for the respective mandates of the General Assembly and the Security Council, under the UN Charter.
On the working methods of the Security Council, the Cuban Ambassador emphasized that these must be transparent, democratic and inclusive, which allows the involvement of all its permanent and non-permanent members under equal conditions, including the decision-making process. She further noted that the Security Council should align its functions with the mandate set out in the Charter and abide by all General Assembly resolutions.
She added that these positions are shared by the majority of the Organization's Member States, who also agreed on the need to achieve a regionally representative membership of the body, particularly taking into account the developing countries. In this regard, she urged to start negotiations without further delay.
