Cuba Speaks to the 88 Executive Council of the OPCW

The Hague, July 12, 2018. The Alternate Representative of Cuba to the Organization for the Prohibition of Chemical Weapons (OPCW), Mrs. Susellys Pérez Mesa, intervened in the afternoon of July 10 in the general debate of the 88th session of the Executive Board of this organization.

In her speech, she reiterated Cuba's historic position in favor of general, total disarmament underthe strict and effective international monitoring and emphasized the commitment to the full, effective and non-discriminatory implementation of the Chemical Weapons Convention. The Cuban diplomat exhorted to finalize the process of destruction of all categories of chemical weapons in an expeditious and safe manner, in accordance with the provisions of the Convention, its Verification Annex and with the full application of the relevant decisions adopted.

She insisted on the integral approach that should prevail in the preparatory debates of the Fourth Review Conference that will take place at the end of 2018, where the interests of all the States Parties must be represented. She stressed the need for the full, effective and non-discriminatory application of Article XI, taking into account the important mandate of the Organization in promoting the economic and technological progress of the States Parties and the mainstreaming of that pillar in all aspects of implementation of the Convention.

The Alternate Representative condemned the persistence of the policy of the economic, commercial and financial blockade, unilaterally imposed by the United States Government against Cuba,which hampers the technological advance of the Cuban chemical and medical-pharmaceutical industry.
