DECLARATION OF THE INTERNATIONAL RELATIONS COMMISSION OF NATIONAL ASSEMBLY OF PEOPLE´S POWER AGAINST THE GENOCIDE BLOCKADE IMPOSED BY THE GOVERNMENT OF THE UNITED STATES

The deputies and members of the International Relations Commission of the National Assembly of People´s Power,

Recalling that the economic, commercial and financial blockade of the United States against Cuba, since the beginning of its implementation, in October 1960, constitutes the most unfair, severe and prolonged unilateral sanctions system which has been applied against any country,

Recalling also that this illegal policy against Cuba maintains the same genocidal purposes that in April 1960 motivated to the Assistant Secretary of State, Lester Mallory, to recognize that the blockade was intended to provoke “Hunger, despair and the overthrow of the Cuban government”,

Reaffirming that the blockade is a massive, flagrant and systematic violation of the human rights of the Cuban people and the main obstacle to the development of the Cuban economy, as well as for the implementation of the National Economic and Social Development Plan, the 2030 Agenda and its Sustainable Development Goals,

Meaning the damage accumulated by the blockade for almost six decades of application reach 922,63 billion dollars, taking in the depreciation of the dollar against the value of gold in the international market and that at current prices, the blockade has caused quantifiable damages for more than 138,843 billion dollars; as well as between April 2018 and March 2019, the blockade has caused losses to Cuba in the order of 4,344 billion dollars,

Highlighting the intensification of the permanent persecution of Cuban financial transactions and the banking and credit operations of Cuba on a global scale global, which has caused serious damage to the country's economy, in particular, to commercial activities of companies and national banks in their links with international banking,

Knowing that the human and economic damages that cause the economic, commercial and financial blockade imposed by the United States against Cuba are growing,

Stressing that, since 1992, the United Nations General Assembly has requested, in 27 resolutions, the need to end the economic, commercial and financial blockade unfairly imposed by the government of the united states, and that 189 of the 193 Member States of the United Nations supported the most recent Resolution A/RES/72/4, adopted on November 1, 2018,

Highlighting that there has been a significant setback in bilateral relationships between the United States and Cuba, and that the US government has decided to tighten the economic, commercial and financial blockade and strengthen its strengthen its extraterritorial application through the Helms Burton Act, the attempts to boycott the Cuban medical missions in third countries and the persecution of vessels destined to supply fuel to Cuba,

Meaning that the US government continues to impose new obstacles to those already limited possibilities of your business to trade and invest in Cuba, applying additional restrictions on its citizens to travel to our country and limiting the sending remittances from the Cuban-American community in the United States to their relatives in Cuba,

Highlighting the continued imposition of threats, sanctions and obstacles to entrepreneurs from third countries interested in trading or investing in Cuba,

We declare that:

We reject any policy contrary to the principles of international law and the Charter of the United Nations and the Proclamation of Latin America and the Caribbean as Zone of Peace;

We condemn the economic, commercial and financial blockade policy of United States against Cuba;

We invite the United States Congress to attend the majority feeling of broad sectors of American society advocating the end of blockade, and thus put an end to this policy stifled against Cuba;

We exhort parliamentarians of the world to strengthen the international claim to put an end to this policy that harms the rights of the Cuban people and of third states; and

We call on parliamentarians of all nations to pronounce, encourage and support their respective foreign ministries in support of the draft resolution entitled "Need to end the economic blockade, commercial and financial imposed by the United States of America against Cuba », which will be presented again to the General Assembly on November 6, 2019.
