إن قائمة الدول التي يُزعم أنها ترعى الإرهاب تتعارض مع المبادئ الأساسية والقواعد القطعية للقانون الدولي، بما في ذلك التضامن الدولي. إن العملية التي يتم من خلالها التعيين غير واضحة وغير شفافة.
فهو يؤثر سلباً على إعمال حقوق الإنسان الأساسية والتمتع بها، بما في ذلك الحق في الغذاء والصحة والتعليم والحقوق الإقتصادية والإجتماعية والحق في الحياة والحق في التنمية.
