72 UNGA: Statement by Cuba at the thematic meeting on strengthening the accountability, transparency and institutional memory of the Office of the President of the General Assembly. New York, 27 April 2018.

Mr. President,

We are grateful for this thematic debate and reiterate our recognition to both Co-Chairs for their good leadership of the work of the Working Group.

Cuba associates itself with the statement made by Algeria on behalf of the Non-Aligned Movement and by El Salvador on behalf of the Community of Latin American and Caribbean States (CELAC).

In a national capacity, my delegation wishes to express that strengthening the accountability, transparency and institutional memory of the General Assembly is crucial for the successful work of its President.

In the course of a year in office and as part of his duties, the President of the General Assembly, with the support of his Office, generates a large amount of quantitatively and qualitatively relevant information. The said information should be managed and accessible to Member States in a timely manner. 

It is essential for any work process arising from the functions of the President of the General Assembly to be brought to the attention of the Member States. While this transparency in management is a form of accountability, it also contributes to achieving the purposes of the United Nations and reaffirms its commitment to the principles set out in the Charter.  

In this regard, we welcome the communications issued during the period by the President of the General Assembly containing a summary of the meetings held with the Presidents of the Economic and Social Council and the Security Council. 

We further convey our congratulations on the systematic updating of the website of the President of the General Assembly. It contains all the documentation required for management, including communications to Permanent Missions, statements, exchanges and events in which he has participated.

With systematic and timely updating of its content, the General Assembly Plenary website is also noted, which facilitates the proactive work of delegations.

Finally, we would like to point out that the work of the incoming President of the General Assembly would be less effective if not having a previous background for carrying out functions. In this connection, we welcome the handing-over report that has been made in recent years by the outgoing Presidents, and hope that this practice will continue in the future.

I conclude by reiterating the importance of the process of revitalizing the General Assembly, as well as Cuba's support for all efforts as co-Chairs of this Working Group.
