72 UNGA: Statement of the Cuban delegation “Committee on Relations with the Host Country” New York, 12 July 2018.

Mr. Chairman,

Cuba appreciates the holding of this meeting of the Committee on Relations with the Host Country and we seize this opportunity to reiterate once again our recognition and full support for your management.

As members of the Committee on Relations with the Host Country, we work to ensure that the Committee addresses in a timely manner all issues arising in the relations among the Organization, member States and the Host Country. In this regard, we are concerned about the Host Country's continued failure to comply with the rules of international law in relation to its obligations as the headquarters of this Organization.

Mr. Chairman,

The Cuban delegation reiterates once again its call for dialogue and respect for international law to make a decisive contribution to the better development of diplomatic relations of the countries accredited to the United Nations, within a framework of security and strict compliance with the provisions of the Vienna Conventions and the Agreement between the United Nations and the United States concerning the Headquarters of the Organization.

Cuba also calls for the decisions and recommendations of this important Committee to be implemented with the transparency and due respect that the Member States deserve.

Mr. Chairman,

It is important to stress the urgent need for the Host Country to honor its commitments under signed international treaties, from which it is not excused, and also to honor those obligations it is called upon to fulfill as Host Country in order to facilitate the work of diplomatic agents accredited to the Organization.

We find no justification for the Host Country to continue failing to take concrete steps towards the elimination of measures that hinder and hamper the work of the staff of various missions, such as the restriction on free mobility.

Cuba reiterates its commitment to working with all members of the Committee to ensure compliance with the relevant provisions of the Convention on the Privileges and Immunities of the United Nations, the 1961 Vienna Convention on Diplomatic Relations and the United Nations Headquarters Agreement, in a transparent and non-discriminatory manner and with full respect for the sovereignty of States and the Organization.
