Mr. President,
We share the concern on the effectiveness and efficiency of International Humanitarian Law at the international level. A few months after the conclusion of the 34th International Conference of the Red Cross and Red Crescent and, despite the efforts by the International Red Cross and Red Crescent Movement, the global humanitarian scenario is not encouraging.
The increase in armed conflicts at a global level and the difficult humanitarian situation facing the affected populations are challenges that, on many occasions, exceed the capacity of States and humanitarian organizations.
On this occasion, our first thought is the Palestinian people. Israel's continued presence in the Occupied Palestinian Territories is illegal and the international community has an obligation to end it. The Security Council must fulfill its responsibilities and functions and urgently stop the Israeli genocide against Palestine.
The world is waiting for the Ceasefire in Gaza. We expect a serious commitment to end the attempted extermination of a people, which has lasted for more than 75 years, in flagrant violation of international humanitarian law.
We hope that the ceasefire Agreement, announced after 15 months of the brutal genocide committed by Israel against the Palestinian people in the Gaza Strip, is respected in its three phases, allows the arrival of sufficient aid to confront the unprecedented humanitarian crisis and provides a new opportunity for the solution of this protracted conflict.
Mr. President,
Ongoing are the actions of certain actors who constantly challenge the rules of International Humanitarian Law. Double standards must be prevented and some countries must avoid being urged to respect the rules that are systematically violated by Western powers and their allies.
Urgent is the necessity to promote respect for International Humanitarian Law, specifically the Geneva Conventions, which are frequently breached with impunity.
We must find lasting solutions to pressing humanitarian situations and address the root causes that set them in motion, including the unjust international economic order, inequality, marginalization, social exclusion, armed conflicts and insecurity.
Mr. President,
Cuba remains deeply committed to promoting and advocating International Humanitarian Law, which are rigorously promoted and observed by military institutions, various government agencies, academics and the national society of the Cuban Red Cross.
In order to take a qualitative step in this respect at the national level, we have made the decision to establish the National Committee on International Humanitarian Law in the coming months.
The international community will always be able to count on Cuba in the noble purpose of promoting the commitment to multilateralism, the Charter of the United Nations, the peaceful resolution of disputes, International Law and International Humanitarian Law.
