SPEECH BY CUBA'S ALTERNATE AMBASSADOR TO THE UN DAYLENIS MORENO GUERRA IN THEMATIC DEBATE ON THE HUMAN RIGHTS OF WOMEN AND GIRLS OF AFRICAN DESCENT

Mr. President, Ms. Moderator,

My delegation appreciates the presentations made by this panel. We welcome the adoption of resolution 78/323: "International Day of Women and Girls of African Descent".

Cuba promotes and protects all human rights for all. The implementation of the National Program "Color Cubano" ensures a gender perspective, which includes addressing the vestiges of this phenomenon that may affect black and mulatto women. The program includes affirmative action to eliminate vulnerabilities related to skin color, from an intersectional approach and based on the co-responsibility of all social actors involved. It is coordinated with the Program for the Advancement of Women and with projects and initiatives of the academic community, government institutions, territorial governments, local development projects, networks and civil society organizations.

The creation of the Social Observatory “Color Cubano” and the drafting of protocols for the handling of complaints, denunciations and petitions on racism and discrimination based on color or ethnic, national or territorial origin by the Ministry of the Interior, the Office of the Attorney General of the Republic and the People's Supreme Court have been tangible results in this direction.

The same goes for the celebration of the Cuban Events to commemorate the International Day of Afro-Latina, Afro-Caribbean and Diaspora Women in different provinces of the country, organized by Articulación Afrofeminista, which is composed of more than 70 groups at the national level that share the anti-racist struggle.

Finally, I would like to reiterate Cuba's firm commitment to the postulates of the Beijing Declaration and Platform for Action and the Durban Declaration and Programme of Action. These documents remain fully valid and continue to be our main reference on these issues, which are of the highest priority for Cuba.
