Speech at UNGA meeting on the use of veto regarding the situation in the Middle East.

Ms. President:

In the current international context, the proliferation of conflicts, coercion, the threat of force, and the indiscriminate use of force are prevalent. The Middle East is undergoing a period of profound instability as a result of the application of the U.S. doctrine of peace through force, interference, and the systematic violation of the United Nations Charter.

Cuba reiterates its strongest condemnation of the United States’ and Israel’s aggression against the Islamic Republic of Iran.

This act, which violates sovereignty and the territorial integrity of a state, undermined the diplomatic efforts then underway; it has resulted in a tragic toll of civilian casualties, including children; and it has clearly demonstrated the hegemonic interests of Washington and its ally Israel through the use of military force, spreading tensions to other countries in the region with far-reaching global consequences.

At this particularly delicate juncture for a region that has endured the hardships of war for decades, Cuba calls for the primacy of dialogue, the principle of good neighborliness, and the cultivation of peaceful, friendly, and cooperative relations between Iran and the Arab states. Such relations should be firmly grounded in full respect for the sovereignty, territorial integrity, and security of all parties involved.

We are bound to Iran and the Arab nations by strong ties of friendship and cooperation. We deplore the numerous casualties and extensive material losses in all the countries affected by the spiral of violence resulting from the illegal and irresponsible aggression launched by the United States and Israel.

Ms. President:

The same aggressive approach that has been applied to the Middle East is now affecting our hemisphere. The discredited Monroe Doctrine and its new Corollary—which ignores Latin American history and flagrantly violates the Proclamation of Latin America and the Caribbean as a Zone of Peace—threaten stability and security in Our America.

Cuba has been denouncing the aggressive plans of the U.S. government. We have raised warnings of the serious consequences of its irresponsible behavior for the region and the world.

The United States has threatened to launch a military attack against Cuba and has publicly declared its intention to overthrow the Cuban government through coercion. It has presented this as an imminent event, citing the alleged failure of Cuba’s political and economic model as a pretext. If that were the case, how then does it explain its economic war of more than six decades aimed at causing despair among the Cuban people and overthrowing the Revolution?

The illegal and ruthless economic, commercial, and financial blockade imposed by the Government of the United States against Cuba—widely recognized as the longest-standing system of unilateral coercive measures ever applied to any nation—has been further tightened through an Executive Order issued on January 29 by President Trump, which seeks to restrict fuel supplies to the country and intensify the collective pressure on the Cuban people. As a result, Cuban families have continued to experience significant hardships.

To justify its policy of aggression, the United States is bent on fabricating arguments and, in recent weeks, has resorted to a new and dangerous lie. Cuba is not a threat to the national security of the United States or any other country. Cuba is a peaceful country; we do not promote war, nor do we attack any nation. We foster solidarity and cooperation. The whole world knows this.

Ms. President:

We reaffirm the urgent need to step up efforts to stop the aggressive narrative and escalating violence. We urge the General Assembly and the Security Council to fulfil their responsibilities of re-establishing and maintaining international peace and security.

We emphasize the value of multilateralism over the logic of confrontation and the use of force. We advocate for a just, democratic, and equitable international order, where the philosophy of plunder and war is banished forever from international relations and replaced by dialogue and cooperation as the true norm.
