Speech by Zonya Rivero López, Second Secretary of the Federation of Cuban Women (FMC), at the High Level Interactive Dialogue: “Peaceful and Inclusive Societies”.

Mr. President,

In Cuba, the promotion of peace, inclusion and social justice is an integral part of the State's policies and actions as a condition for achieving sustainable development. In line with the 2030 Agenda and the SDGs, it contributes to the maintenance of international and regional peace, security and stability, as well as to the application of international law.

Cuba rejects terrorism in all its forms and manifestations. It is a State party to 18 of the 19 international counter-terrorism instruments, and maintains active cooperation within the framework of the United Nations.

Since 2017, it has had a National Plan of Action for the Prevention and Confrontation of Trafficking in Persons and the Protection of Victims, which allows for coordinated action between the State and Cuban civil society organizations to combat this crime, for which Cuba maintains a policy of zero tolerance.

The Cuban judicial system is characterized by the respect for due process, with guarantees and respect for the rights of the parties involved, the adoption of decisions based on evidence, and the effective enforcement of the final judgments and decisions of the courts.

For its part, the system of legal protection of human rights in Cuba is not limited to its constitutional formulation. They are duly applied and guaranteed in other substantive and procedural rules in force, which establish the benefits, rights and obligations that define the relationship between individuals in society.

All citizens have access to justice without discrimination on any grounds. There are means, ways and mechanisms to assert their rights and obtain the protection recognized by the law, in the legitimate enjoyment of these rights, under equal conditions.

Cuba has ratified important international treaties that provide an international legal framework to protect the human rights of women and girls in their diversity.

In 2024, it submitted its ninth report to CEDAW, in accordance with international commitments and the political will of the Cuban Government for the advancement of women.
