Statement by Arianna Carral Castelo, Second Secretary, Cuban Permanent Mission to the United Nations, on agenda item 144: Administration of Justice at the United Nations”.

New York, 11th October 2023

Mr. Chair,

Cuba thanks the Secretary-General and the Internal Justice Council for their periodic reports on this subject.

We attach great importance to strengthening the Organization's legal framework and welcome the achievements made since its creation and their positive impact on the administration of justice within the United Nations.

We commend the work of its personnel and encourage them to continue working on the basis of the principles of international law.

Mr. Chair,

The system of administration of justice created constitutes a conflict resolution mechanism that seeks to strike an important balance between the interests of the Organization's administration and its staff. This system must aspire to be independent, transparent and professional, consistent and based on international law, the rule of law and the principles of due process.

We consider that one of the main objectives of the UN system of administration of justice should be to ensure the protection of all rights, including human rights and the fulfillment of the obligations of officials, as well as to guarantee the relevant accountability of its personnel.

We emphasize the role of the Office of Staff Legal Assistance in providing advice and other legal services essential to the fair and expeditious resolution of disputes.

Finally, we encourage a regular review of the system of administration of justice in order to continue to improve it and ensure that it has the necessary, adequate and decentralized resources at its disposal to carry out its functions effectively.

I thank you.
