We thank Pakistan for convening this meeting.
Treaties are the main source of International Law and the cornerstone of international relations. They are the most direct and formal method of creating international law, and are an indispensable instrument for achieving stability, predictability, and mutual trust between states. The good faith fulfillment of treaties, in accordance with the pacta sunt servanda principle, becomes essential to preserving multilateralism and rule of law at the international level.
The United Nations system, in particular the sixth commission of the General Assembly, has played a key role in promoting universal acceptance of treaties and ensuring its transparency through their registration and publication. Cuba supports the work of the Treaty Section and the assistance it provides to member states, especially through the capacity building, specialized publications and technical assistance.
Mr. President:
The current international situation demands, as never before, the strict compliance with international treaties and instruments. Selective interpretations, violation of norms, the use or the threat to use force, unilateral coercive measures and the systematic disregard of international organizations and decisions taken within multilateral frameworks disrespect the international order with negative consequences for international peace and safety, as well as for the economic, political and social stability at various levels.
In this context, we advocate full respect for the UN Charter and its principles, which are currently being damaged by hegemonic and supremacist patterns that could set us back 80 years if urgent measures are not taken, including a renewed and strong commitment to multilateralism.
We condemn the new escalation of US actions against Cuba in the strongest possible terms. Promoted by those who make policies and get rich at the expense of our people's suffering, President Trump is imposing tariffs on countries that freely trade oil with Cuba under false pretexts and devoid of arguments.
This new measure reveals the fascist, criminal and genocidal nature of a clique that has hijacked the interests of the American people for purely personal gain.
In the face of decades of ruthless economic warfare failing to achieve their aims, the US is reinforcing the siege against Cuba in an attempt to force the country to comply with the blockade. They should decide whether to abstain from exporting their own fuel to Cuba under tariff coercion.
To justify this extreme measure, they rely on a long list of lies that portray Cuba as a threat, which it is not. New evidence emerges daily that the US government is the only threat to peace and security in the region. It is the only malignant influence, trying to subdue countries and peoples in Our America by dispossessing them of their resources, mutilating their sovereignty and depriving them of their independence. The US also uses blackmail and coercion in an attempt to lure countries into the universally condemned policy of the blockade against Cuba. Those who refuse to join are threatened with the imposition of arbitrary and abusive tariffs, in violation of all norms of free trade.
We condemn this brutal act of aggression against Cuba and its people in front of the world. For over 65 years, they have been subjected to the most prolonged and cruel economic blockade ever imposed on a nation, and are now threatened with being pushed into extreme living conditions.
These actions clearly violate the purposes and principles of the UN Charter and international law. They undermine international peace and order and violate universally recognised rules of trade and freedom of navigation. Furthermore, they qualify as an act of genocide.
The United States government's disregard for international law and the imposition of its interests of domination through military power threaten the sovereignty of all states. The application of its dangerous doctrine of “peace through strength,” the issuance of unilateral certifications, acts of piracy, and state terrorism are challenging the entire international community.
Mr. President:
We reaffirm the relevance of the Proclamation of Latin America and the Caribbean as a zone of Peace, which has recently turned 12 years. With this significant document the commitment of the region with stability, cooperation and peace became evident. However, it was undermined by the US military aggression to Venezuela last January 3rd.
We highlight the need to strictly comply with the obligations derived from the Humanitarian International Law and the Convention on the Prevention and Punishment of the Crime of Genocide. Failure to comply with these instruments, as well as inaction in the face of serious violations against the Palestinian people, has undermined the credibility of the multilateral system and the international legal order.
Cuba reiterates that only by strengthening the framework of international treaties, ensuring their transparent registration, timely publication and, above all, their implementation in good faith, we will be ready to advance toward a more just, democratic, inclusive and sustainable international order.
