Under siege and still standing: Cuba, imperial punishment, and revolutionary resistance

Since the U.S. imperialist invasion of Venezuela and the kidnapping of Nicolás Maduro, the Western media has been awash with the familiar chorus: Cuba is about to fall. Once again, pundits, think tanks, and editorial boards dust off an old script, announcing the imminent demise of the Cuban Revolution. Hardship is paraded as destiny; scarcity is reframed as failure; endurance is mocked as denial. The message is clear and rehearsed: history has run its course, and Cuba must submit.

The occasion that brings us together this afternoon is a very sad one. On December 10, 2025, US military forces assaulted an oil tanker while it was sailing in international waters in the Caribbean Sea, near the coast of Venezuela.

This act of piracy and maritime terrorism constitutes a serious violation of international law, including the United Nations Convention on the Law of the Sea and the Convention for the Suppression of Unlawful Acts against the Safety of Maritime Navigation. The United States government is responsible for committing these crimes, which harm the international community as a whole.

The exaggerated and aggressive military presence of the United States in the region constitutes a threat against Latin America and the Caribbean as a whole.

With the encouragement of the Secretary of State, the main and immediate target is the violent overthrow of the government of Venezuela through the use of U.S. military force, an extremely dangerous and irresponsible action with unpredictable and incalculable consequences.

Given the manifest degree of threat, this constitutes a violation of International Law and the Charter of the United Nations.

The allegations by the U.S. that Cuba is militarily involved in the Ukraine-Russia conflict are entirely false. There is no factual proof at all.  On the contrary, the Cuban MINREX statement on this issue indicates that the Cuban government had already taken steps to prevent any Cuban nationals in Cuba who had allowed themselves to become involved, even in their own name, as a personal choice, from interfering in the conflict.

During the night of September 24, 2023, a terrorist attack occurred against the premises of the Cuban Embassy in the United States, when an individual threw two Molotov cocktails from the sidewalk over the perimeter fence of the facility, which hit the front wall of that diplomatic mission. There were no injuries to the personnel who were present at that headquarters.

The US Government, abusing its privilege of being the host country, decided at a very early stage to exclude Cuba, Venezuela and Nicaragua from the 9th Summit of the Americas to be held in the city of Los Angeles this month of June. It has refused to attend to the just claims of many governments to change that discriminatory and unacceptable stand.
