WE REJECT BOTH IN LETTER AND SPIRIT THE MALICIOUS, THE UTTERLY BASELESS ALLEGATION AND PATENTLY FALSE CLAIM AGAINST CUBA

HUGO CHAVEZ INTERNATIONAL FOUNDATION FOR PEACE, FRIENDSHIP AND SOLIDARITY

12th October, 2025

The attention of the Hugo Chavez International Foundation for Peace, Friendship and Solidarity (HCIF-PFS) has been drawn to a repeatedly flawed allegation against Cuba. The Trump administration in Washington has raised another false-flag alarm to vilely accuse Cuba of sending troops to fight alongside Russia in the ongoing war in Ukraine.

This allegation as in all other allegations is unfounded, false, malicious, ill-intentioned and a calculated attempt to manipulate and tarnish the good standing and reputation of Cuba, and spread false news to the international community. This allegation does not seem to be made by an administration or government that understands or seriously takes its responsibility under international law towards another members-state of the United Nations.

NATO’s (The North Atlantic Treaty Organisation) war against Russia is a matter for the United Nations to help find lasting solution, and not for Ukraine to be used as a staging posts to launching criminal attacks on Russia’s sovereignty and territorial integrity. Truly speaking, the allegation against Cuba is an illegal interference into the affairs of a sovereign independent nation.

Moreover, Cuba is not a member of NATO or European Union, and above all, and not interested under international law to initiate or incite war against another country. The concept of sovereignty extends beyond a government in office. It embraces the people, the territory, and the territorial and political integrity of a country. That is to say, the United Nations does not allow the Ukraine to act as a proxy to invade and destabilize Russia’s sovereignty.

The Trump administration’s latest allegation against Cuba seeks to manipulate governments and media outlets, to mitigate portrayals, and exploit favourable United Nations General Assembly debates to mislead public opinion. This should be condemned outright and rejected as an absurd misinformation and disinformation by Washington.

To the Hugo Chavez International Foundation for Peace, Friendship and Solidarity (HCIF-PFS), the allegation that Cuba has troops fighting in Ukraine is ill-motivated. We reject it as an unsubstantiated allegation and an attempt to shift focus on the Trump administration’s domestic unpopularity and failed foreign policy.

In all previous communications, our Foundation has categorically refuted such outrageous allegations and no civilized institution in the world has made such attacks against Cuba. We reject any attempts to connect Cuba to the conflict in the Ukraine, and condemn Washington’s brazen attempts to spread misinformation and fabricate narratives against Cuba.

Washington’s act was a deliberate effort to obscure the truth and prevent the real picture from being exposed. This malicious propaganda emanating from Washington is nothing short of foreign meddling and transnational repression. We therefore urge the Trump administration to assume responsibility in a spirit of mutual respect in promoting peace, harmony and stability.

The HCIF-PFS views the US hatred for Cuba as a clear example of hypocrisy and double standards. While the Trump administration has decided to concoct a false narrative to hang Cuba, it has remained intentionally deaf and blind to the pains, suffering and collective punishment the people of Cuba are going through, due to the unilateral, diabolic and spurious blockade imposed by the United States of America. It is crucial that the Trump administration in Washington, which claims to be the policeman of the world make a second look at the goals set-out in its imperialist agenda, which are resulting in violence, wars and humanitarian crisis in the world.

It is now imperative for any sane-thinking person to underscore the psychological projection phenomenon that seems to be at play here. The Trump administration seems to be projecting its own failures and frustrations onto others, by concocting a false-flag that is replete with character-damaging, and maligning lies and malicious falsehoods against Cuba. If this false allegation is not retracted and a prominent apology issued now, the Trump administration in Washington will go down in history as the worst United States government in a century.

Also, we assert that, the Trump administration’s latest anti-Cuba allegation, which lacks credibility and factual basis, is a diversion from its failure to stop NATO’s aggression against Russia. In the face of this repetitive and unwarranted allegation, the Hugo Chavez International Foundation for Peace, Friendship and Solidarity refuses to remain silent. In the circumstances, we urge the UN Security Council to shoulder its responsibility to deter and seek redress to repeated acts of flagrant violations of international law and the sovereignty of peoples and nations by the United States of America.

The international community must remain vigilant against the US collective punishment towards Cuba and the Cuban people. The world must unite to ensure that accurate information prevails, and the voices of those fighting to end the US blockade on Cuba are heard and supported.

We urge the 80th annual Summit of the United Nations General Assembly to decisively reject misinformation and uphold the principles of sovereignty and seek an end to US blockade on Cuba. And the best that the United Nations can do now is to vote against the blockade and make it clear this time that the world can no longer afford the luxury of not doing business with Cuba.  That the era of blockades, sanctions and collective punishment are over, and declare now the US blockade against Cuba, null and void.
