Mexico City, 9 April 2026. - Alejandro González Behmaras, Director of International Organizations at the Ministry of Foreign Affairs of Cuba (MINREX), participated in the regional consultation on Information and Communications Technologies (ICT) and International Humanitarian Law (IHL). This event was convened by the International Committee of the Red Cross (ICRC) and the Government of Mexico, as part of the Global Initiative to Advance IHL.
During his speech, the Cuban representative reaffirmed Cuba’s firm commitment to promoting and defending IHL, as well as the objectives of the aforementioned Global Initiative, in an international context marked by growing challenges and violations of this body of law.
In this regard, González Behmaras denounced the repeated violations of IHL by the United States, particularly highlighting the unprecedented intensification of the economic, commercial and financial embargo imposed against Cuba. He also pointed out that the oil blockade imposed on the country constitutes a measure that blatantly violates international law and IHL itself, as it is an act of collective punishment against the people of the Caribbean nation.
The Cuban diplomat also warned about the negative impact of these coercive measures on ICT development in the archipelago. González Behmaras stressed that the blockade limits the country’s capacity to ensure proper use of these technologies, in line with IHL principles, and to prevent their use for harmful purposes or contrary to international norms.
Cuba’s participation in this regional space reaffirms its willingness to contribute actively to international discussions on ICT governance in conflict scenarios, as well as its continued commitment to the defense of multilateralism and respect for international humanitarian law.
