New Delhi, July 23, 2026- Today, Cuba's Minister of Public Health, Dr. José Angel Portal Miranda, addressed the first session of the 16th BRICS Health Ministers' Meeting through a video message. In his remarks, he condemned the U.S. blockade, particularly the restrictions affecting Cuba's access to petroleum supplies, highlighting their direct impact on the country's healthcare system.
As examples, he pointed to the increase in infant mortality, lower survival rates among children with cancer, and the growing number of pending surgical procedures, among other challenges. Despite these difficult circumstances, he praised the outstanding commitment and dedication of Cuba's healthcare professionals, technicians, and workers, who continue to provide medical services under extremely complex conditions.
The Minister also reaffirmed Cuba's commitment to the One Health approach, the strengthening of resilient health systems, scientific innovation, and international cooperation as essential pillars for ensuring universal access to quality healthcare services.
During the meeting, participants reached a consensus in adopting the Final Declaration, which identifies as key priorities the need to deepen multilateral cooperation in addressing current health challenges, particularly acute infectious diseases such as tuberculosis; enhance coordination among regulatory authorities; strengthen emergency preparedness; expand digital health initiatives; and build inclusive, accessible health systems for all.
The meeting will continue through tomorrow with panel discussions and visits to healthcare institutions, providing opportunities to exchange experiences and share best practices.
The event has brought together ministers, vice ministers, and senior health officials from BRICS member states and partner countries. Representing Cuba at the meeting are Ambassador Juan Carlos Marsán and First Secretary Maiky Díaz Pérez.
