Vienna, June 15, 2026. – Cuba denounced, before the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO), the economic, commercial, and financial blockade imposed by the United States for nearly 70 years, which was intensified by executive orders issued in January and May 2026.
In his statement during the 66th session of the Commission, Second Secretary Karlen Regaiferos Cruzata warned that the constant power outages, resulting from energy harassment, make it impossible for Cuban specialists to process information in real time and severely damage the equipment at the National Data Center. This, he denounced, directly affects the country’s ability to take advantage of the civilian and scientific applications of this technology, thereby preventing stable access to data from the International Monitoring System.
The Cuban diplomat also denounced the unjust inclusion of Cuba on the illegal list of state sponsors of terrorism as part of the unilateral blockade that undermines its full participation in the technical and scientific cooperation mechanisms of the Preparatory Commission for the Treaty. Despite these serious limitations, Cuba reiterated its firm commitment to multilateralism and to a world free of nuclear weapons.
The CTBTO is the organization responsible for verifying compliance with the Comprehensive Nuclear-Test-Ban Treaty. Its International Monitoring System also generates valuable data used for civilian purposes, such as early warning of tsunamis, monitoring of volcanic eruptions, and seismological studies. Cuba is a State Party to this Treaty and actively participates in its work, contributing to scientific development and international cooperation. The 66th session of the Preparatory Commission is being held at United Nations headquarters in Vienna, Austria, from June 15 to 17, 2026.
