Intervention of the First Deputy Minister of Justice, Rosabel Gamón Verde, in the General Debate of the 32nd Session of the Commission on Crime Prevention and Criminal Justice.

Madam President,

I would like to congratulate you on your election to preside over the thirty-second session of the Commission on Crime Prevention and Criminal Justice.

Access to justice, the promotion of a culture based on legality is and will be a principle of action of our government, guaranteeing access to judicial bodies in order to obtain effective legal protection of rights and legitimate interests.

Our country has worked on the drafting and approval of laws that fully update the Cuban legal system, in order to guarantee the effectiveness and application of the constitutional text.

The achievements in terms of social protection, the right to work, policies and programs for the empowerment of women, are actions through which the active participation of women in all spheres of the nation's life, including the political and public spheres, is promoted and strengthened under equal conditions.

The recently approved Family Code is an achievement in the promotion of ethical principles, values and rights of Cuban families aimed at the protection of children and adolescents, the empowerment of women, the elderly and people with disabilities.

Mr. President,

The government of Cuba maintains its commitment to combat the various manifestations of transnational organized crime, within the framework of the Palermo Convention and its Protocols, as well as to cooperate actively with all countries for its effective implementation. We are a State Party to the three Protocols and support the need for their proper implementation.

In Cuba we are committed to the prevention and confrontation of human trafficking. There is the political will of our State and Government to prevent and confront trafficking in any manifestation, and to protect the victims, which is the basis of our zero tolerance policy.

The joint actions of state entities and civil society organizations are a pillar in the prevention of trafficking.

We have achieved all this in spite of the inhuman policy of maximum pressure and economic asphyxiation implemented 63 years ago against my country, which ignores the universal clamor for a Cuba without a blockade.

Madam President,

We appreciate the efforts made in the preparation of the United Nations Convention to combat the use of information and communications technologies for criminal purposes, a growing phenomenon that generates concern for all countries, especially considering the dizzying pace at which these technologies are being perfected and developed, as well as the great legal vacuum existing in this matter.

The Cuban government has ratified 19 international instruments on terrorism, as well as strictly complies with the obligation emanating from the respective resolutions of the Security Council.

That is why we condemn in the strongest and most absolute terms the fraudulent classification of Cuba as a State sponsor of terrorism.

Cuba is not a State sponsor of terrorism, a truth recognized by all. The official and well-known policy, and the impeccable conduct of our country, is the rejection of terrorism in all its forms and manifestations, particularly State terrorism, by whomever, against whomever and wherever it is committed.

Madam President,

I would like to conclude by reiterating Cuba's commitment, as part of CELAC, to guarantee peace in the region through the application of international law and to strengthen the fight against transnational organized crime.
