Joint Declaration between the Republic of Cuba and the People’s Republic of China on accelerating the construction of a Community of Shared Future between Cuba and China.
At the invitation of comrade Xi Jinping, General Secretary of the Central Committee of the Communist Party of China (PCCh) and President of the People’s Republic of China, comrade Miguel Díaz-Canel Bermúdez, First Secretary of the Central Committee of the Communist Party of Cuba (PCC) and President of the Republic of Cuba, attended the commemorative activities in China for the 80th anniversary of the Victory in the War of Resistance of the Chinese People against the Japanese Aggression and the World Anti-Fascist War in China, from September 2 to 6, 2025.
During the visit, the First Secretary of the CPC Central Committee and President of the Republic of Cuba, Miguel Díaz-Canel Bermúdez, and the General Secretary of the CPC Central Committee and President of the People’s Republic of China, Xi Jinping, hold a meeting in an atmosphere of cordiality, expression of the deep friendship that unites the Parties, Governments and peoples of both countries. The First Secretary and President Díaz-Canel transmits the cordial greeting of the leader of the Cuban Revolution and Army General, Raúl Castro Ruz, to the Secretary General and President Xi Jinping, who thanks him and reciprocates. President Díaz-Canel also meets with comrade Li Xi, member of the Standing Committee of the Political Bureau of the CCP’s Central Committee and Secretary of the Central Commission for Disciplinary Inspection.
The two Heads of State highly value the traditional friendship between the Republic of Cuba and the People’s Republic of China (hereinafter referred to as "both parties"), and the fruitful results achieved in the development of relations and cooperation in various fields over the 65 years since the establishment of diplomatic relations. Cuba and China are good friends, good comrades and good brothers.
The friendship between Cuba and China was forged by the historical leaders of the two countries, represented by Mao Zedong and Fidel Castro Ruz. The 65 years of diplomatic relations are witness to the continuous deepening of bilateral relations, which has already become a good example of sincere mutual support among developing countries and solidarity cooperation between socialist countries. During the State Visit to China in November 2022 by the First Secretary of the PCC’s Central Committee and President of the Republic of Cuba, Miguel Díaz-Canel Bermúdez, the leaders of both countries reached an important consensus to jointly build the Community for a Shared Future between Cuba and China, the first bilateral community between China and countries in Latin America and the Caribbean, and during that visit the Joint Declaration between the Republic of Cuba and the People’s Republic of China on the Deepening of Binational Relations in the New Era was published.
The Heads of State emphasize that the ties between Cuba and China are at their best historical moment, Reaffirm the firm political will to move towards a higher level of bilateral relations by accelerating the construction of a Community of Shared Future between Cuba and China. Both heads of state exchange views on relations between the two parties and countries, reaching important consensus, and agree to further strengthen strategic communication, intensify high-level exchanges, deepen bilateral and multilateral political cooperation, promote cooperation at all levels and in all areas, continue to deepen the special friendly relations between China and Cuba in the New Age and accelerate the construction of the Cuban-Chinese Community of Shared Future.
1- The Cuban side warmly congratulates the Chinese side on the successful holding of commemorative activities for the 80th anniversary of the Victory in the War of Resistance of the Chinese People against Japanese Aggression and the World Anti-Fascist War, and highly values the historical contribution of the Chinese people, under the leadership of the CCP, to victory in the world anti-fascist war and to defending the cause of human peace.
2- The Cuban side highly appreciates the outstanding theoretical and practical contributions of Xi Jinping’s Thought on Socialism with Chinese Peculiarities for the New Age, and wishes that the Chinese people will continue to conquer new and greater achievements in the construction of socialism, under the strong leadership of comrade Xi Jinping and the CCP.
3-The Chinese side highly values and strongly supports that, under the leadership of the PCC, the Cuban people persevere on the path of socialism and continuously explore a model of development in accordance with their own national conditions, overcoming all difficulties. The Chinese side reaffirms its readiness to deepen friendship, strengthen solidarity and expand cooperation in all fields with the Cuban side.
4- The Cuban side reaffirms its unrestricted and unwavering adherence to the principle of "one China" and the recognition that there is only one China in the world, Taiwan is an inalienable part of Chinese territory and the Government of the People’s Republic of China is the only legitimate government representing all of China. The Cuban side underlines its recognition of the question of Taiwan as an internal matter of China and its resolute opposition to any interference by any external force. The Cuban side strongly supports the Chinese Government in all its efforts to achieve the reunification of the nation and firmly opposes any form of "independence from Taiwan". The Cuban side maintains that the authority of UN General Assembly Resolution 2758 cannot be questioned or challenged.
5-The Cuban side strongly supports the position of the Chinese side on the issues of Xinjiang, Xizang, Hong Kong and human rights, and resolutely rejects attempts to interfere in China’s internal affairs.
6- The Chinese side reaffirms its firm support for the Cuban people in their struggle to defend their national sovereignty against the economic, commercial and financial blockade imposed by the United States. The unjust and illegal blockade imposed by the United States undermines the right to life of the Cuban people and constitutes the main obstacle to the development of Cuba. The Chinese side once again calls on the United States to remove Cuba from the arbitrary "list of states sponsoring terrorism".
7- Both sides agree to further strengthen the special links between the CCP and the CCP, strengthening them as the cornerstone of relations between the two countries, and promoting cooperation at a higher level in the economic, commercial, financial, inter alia, by making use of existing channels and exchange mechanisms between the two parties to maintain close communication and coordination at all levels and in all areas through reciprocal exchanges of delegations, meetings, encounters and exchanges of letters. The Chinese side is willing to organize theoretical seminars and symposia in priority areas for the Cuban side in order to strengthen the exchange and mutual learning of experiences in party and state governance. Both parties agree to continue supporting exchanges and cooperation between the Departments of the two Parties, Provincial Committees, community organizations and think tanks and media, in order to deepen traditional friendship and foster connection among peoples.
8- Both sides agree to further strengthen friendly exchanges and cooperation between the National Assembly of the People’s Power of Cuba and the National People’s Assembly of China, and to expand exchanges and communication between specialized commissions and friendship groups on both sides on subjects of common interest, and to deepen the traditional bonds of friendship between the National Assembly of the People of Cuba and the Political Consultative Conference of the Chinese People.
9- Both sides agree to strengthen the coordinating role of the mechanisms for political consultations between the two Ministries of Foreign Affairs, in order to follow up the strategic issues of the bilateral relationship as well as mutual support and agreement on political positions, both bilaterally and multilaterally.
10- The parties agree to expand practical economic, commercial, financial and investment cooperation, assistance projects and scientificopportunities arising from high-quality development in China and Cuba’s National Economic and Social Development Plan to 2030. The Cuban side is ready to provide facilities and support.
11- Both sides agree to deepen cooperation in science, technology and innovation in the areas of cybersecurity, nanotechnology, life sciences, biomedicine, food production and agrotechnology, brain sciences, biodiversity, climate change, energy and the environment, digital transformation, robotics and automation. The two sides agree to further promote scientific and humanistic exchanges, joint construction of laboratories and collaboration in technology transfer, in the context of the Action Plan for Scientific and Technological Innovation of the Strip and the Route.
12- Both sides are in favour of expanding cooperation in the education sector and promoting the study of Spanish and Chinese in their respective countries. The Chinese side is willing to make it easier for more young Cubans to study at Chinese universities and provide scholarships for the best students. The Cuban side proposes to give all the necessary facilities to young Chinese to study the Spanish language in Cuba, as well as other careers through self-financing. It is agreed to deepen bilateral cooperation in the field of sports, vocational training and Marxist theoretical research, and to strengthen exchanges between universities and thinking tanks, coinciding also with the promotion and sending of delegations to important political events, historical, economic and commercial, cultural, scientific and technological as well as tourist, regularly convened by the two sides to strengthen people-to-people exchanges.
13- In the face of the current complex and uncertain international situation, both parties reaffirm their willingness to continue strengthening coordination and cooperation in the international multilateral arena, with a firm commitment to defend multilateralism, the international system, with the United Nations at its core, and the international order based on international law, opposing all forms of hegemonism and unilateralism, inciting confrontation between blocs and exclusive circles against specific countries.
14- The Cuban side welcomes the Global Governance Initiative that comrade Xi Jinping has recently proposed, and believes that it will promote the construction of a more fair and reasonable system of Global Governance, and progress towards the shared future community of humanity. The Cuban side also reiterates its support for the global initiatives proposed by comrade Xi Jinping, including the Strip and the Road, as well as those of Development, Security, Civilization and Global Governance; and recognizes their inclusive and sustainable nature, in accordance with the aspirations of both the countries of the Global South and the common desires of all peoples to build a better world. The Cuban side is prepared to participate actively in cooperation within the framework of the above-mentioned initiatives.
15- The Chinese side supports the effective insertion of Cuba as a partner country in BRICS and the exploration of the possibilities of its cooperation with the New Development Bank of the BRICS (NBDB).
16- Both parties agree that data security concerns the security and socio-economic development of all countries. The Cuban side welcomes the Global Data Security Initiative proposed by China, and both sides are ready to deepen practical cooperation in the digital economy and promote the formulation of rules for global digital governance, taking into account current trends in cyberspace.
17- The Cuban side welcomes the Initiative for Global Governance of Artificial Intelligence, appreciates the efforts of the Chinese side to improve the rights of developing countries in global AI governance and is ready to work with the Chinese side to implement the UN General Assembly resolution on "Strengthening international cooperation in AI capacity building", the "Action Plan for the Development of AI Capabilities for Good and All" and the " Action Plan on Global AI Governance". The Cuban side supports China’s initiative to create the World Organization for Cooperation in Artificial Intelligence.
18- Both sides agree that building a community of shared future between China and Latin America is an important part of building a community of shared future for humanity. China and Latin America are already a community of shared future, moving hand in hand and treated equally as its defining character, mutual benefits and shared profit as its strong impulse, Openness and inclusion as its vision and quality and well-being for peoples as its fundamental purpose, so it boasts vigorous dynamics and broad prospects of development. Both sides are willing to work together to promote the five programs of solidarity, development, civilizations, peace and peoples, to write a new chapter in the community of shared future between China and Latin America and the Caribbean.
19- Cuba warmly welcomes the successful holding of the Fourth Ministerial Meeting of the China-CELAC Forum in May of this year, and is prepared to maintain close communication and cooperation with the Chinese side, pursuant to the Beijing Declaration of the Fourth Ministerial Meeting of the China-CELAC Forum and the China-CELAC Joint Action Plan for Cooperation in Key Areas (2025-2027), in order to advance the implementation of the results of this meeting and promote the continued development of the Forum.
20- The two Heads of State express their satisfaction with the cooperation documents signed by both parties.
21- The First Secretary and President, Miguel Díaz-Canel Bermúdez, expresses his sincere gratitude to the Secretary General and President, Xi Jinping, to the Chinese Government and people for their warm hospitality, and attentions, and reiterates his welcome to the Secretary General and President, Xi Jinping, to make another State Visit to Cuba.
