We, the deputies of the National Assembly of People's Power of the Republic of Cuba, reject and denounce the United States Presidential Memorandum of June 30, 2025, which reaffirms the U.S. government's commitment to intensifying the economic, commercial, and financial war as a means to achieve the imperialist and colonialist purpose of seizing control of Cuba.
The U.S. aggression against Cuba violates International Law and numerous United Nations resolutions. It also violates the right to self-determination, under which Cubans have sovereignly established our national project.
The current shortages and the great challenges facing the Cuban economy for its recovery, growth, and development are the result of the extreme tightening of the blockade, which, particularly since 2017, has been endowed with a qualitatively more damaging effect. The shortages of food, medicine, fuel, and electricity suffered today by the Cuban people would not exist had this genocidal economic war not been prolonged and intensified.
The prohibition on U.S. citizens traveling to Cuba, the persecution of fuel supplies, the obstruction of remittances, the measures against third-country governments for employing Cuban medical services to attend to their respective populations, the pressure on commercial and financial entities worldwide to prevent their relations with Cuba, the encouragement of lawsuits in U.S. courts against investors in our country, and the unjust and arbitrary inclusion of Cuba on the list of so-called State Sponsors of Terrorism, with its dire consequences for the Cuban economy, are presented with absolute shamelessness as actions for the benefit of the Cuban people.
Faced with such acts, we reiterate to legislators and friends across the globe that the political will of this people will not be broken nor subjected to the hegemonic dictates of the U.S. government.
True to our history and loyal to our legitimate hopes, we dignified Cubans are aware of the extraordinary challenges of the present. United, we will know how to confront these and other aggressive maneuvers by the U.S. government and the corrupt anti-Cuban clique that promotes them, without ever renouncing the endeavor to build a society where dignity, justice, and well-being are always the patrimony of all.
Havana, July 16, 2025.
