72 UNGA: Statement by Cuba Preparatory Committee for the Review Conference on Program of Action to prevent, combat and eradicate the illicit trade in small arms and light weapons in all its aspects. Item 7b) International tracing instrument. March 20/2018

Mr. Chairman,

Cuba has supported and will continue to fully support the International Instrument that enables States to identify and trace in a timely and reliable manner illicit small arms and light weapons, as it is a useful tool to effectively prevent, combat and eradicate illicit trade in small arms and light weapons.

We support its full and effective implementation by all member States.

In Cuba's opinion, the International Instrument on the Marking, Record-keeping and Tracing of small arms and light weapons, remains fully valid.

Mr. Chairman,

Cuba considers that the follow-up mechanism established by the United Nations Program of Action to prevent, combat and eradicate the illicit trade in small arms and light weapons in all its aspects, based on two fundamental pillars: the Biennial Meetings and the Review Conferences, enables a comprehensive and balanced review on the progress made in the implementation of the Program of Action.

Mr. Chairman,

We fully endorse the working documents submitted by the Non-Aligned Movement entitled: "Full and Effective Implementation of the Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspects: Strengthening International Cooperation and Assistance" and "Establishment of a Fellowship Programme of the United Nations on Small Arms and Light Weapons". We hope that both documents will be duly taken into consideration during this process.

Mr. Chairman,

We thank you for convening this thematic debate. Cuba associates itself with the statement delivered by Algeria on behalf of the Non-Aligned Movement and by El Salvador on behalf of the Community of Latin American and Caribbean States (CELAC).

We reiterate the importance of respect and strict compliance by Member States with the rules of procedure of the General Assembly and its respective committees.

My delegation associates itself with the statement delivered by Uruguay on behalf of the Group of Latin American and Caribbean Countries.

Seventeen years after the adoption of the Durban Declaration and Programme of Action, its full implementation remains an outstanding issue in the path towards the full enjoyment of equal rights for all human beings.

Mr. Chairman,

My delegation is grateful to you for convening and holding this High-Level Interactive Dialogue on an issue particularly relevant to the nations that are members of the Group of 77 and China.

In the area of gender equality and women's empowerment, the first guarantee is having a juridical-legal framework without any kind of gender discrimination, which enables rural women to empower themselves as human beings in equal rights with men.

Mr. Chairman,

Cuba endorses the statement by Algeria on behalf of the Non-Aligned Movement and by El Salvador on behalf of the Community of Latin American and Caribbean States (CELAC).

We appreciate the convening of this thematic debate on the Role and Authority of the General Assembly.

The revitalization process of the Assembly, and particularly the strengthening of its role and authority, should have as a premise the consolidation of its democratic and participatory nature.

Mr. Co-Chairs,

We appreciate the convening of this meeting and we will focus our statement on the elements included in the letter by the Co-Chairs, dated February 15, 2018. On it, Member States were asked to provide feedback and specific guidance on how “elements of commonality and issues for further consideration" can be taken forward while reflecting on the interlinkages between all five clusters and on the core principles underlying Security Council reform.

Mr. Chairman,

Cuba associates itself with the statement delivered by the Islamic Republic of Iran on behalf of NAM and by El Salvador on behalf of CELAC.

We also welcome the presentation of the Secretary-General's reports and strongly support the work of the Special Committee on the Charter and its agenda. In this regard, we are pleased to have worked together with the Chair of the Committee and Member States to actively contribute to promoting and fulfilling the mandate of General Assembly Resolution 3349 (XXIX), from which this Committee emerged.
