STATEMENT BY AMBASSADOR RODOLFO BENITEZ VERSON, PERMANENT REPRESENTATIVE OF CUBA, AT THE INTERACTIVE DIALOGUE WITH THE SPECIAL RAPPORTEUR ON THE HUMAN RIGHTS OF MIGRANTS. 59TH SESSION OF THE HUMAN RIGHTS COUNCIL. GENEVA, JUNE 20, 2025.

Mr. President:

The rise of xenophobia, racism, discrimination, hate speech and violence against migrants, mainly in developed countries, is disturbing and unacceptable

We reject the implementation of anti-immigrant policies that instead of empowering the contribution of migrants as an active economic and social force, reproduce stereotypes that marginalize them.

The world watches with shame the violent and discriminatory treatment of migrants in the United States, the cancellation of visas of foreign students, and the use of police force and brutality against those who have demonstrated in defense of their rights.

The politically motivated use by the United States of mass, violent and racist deportations of migrants, many of whom are from Latin America and the Caribbean, constitutes a flagrant, massive and systematic violation of human rights.

In that country, migrants have become a new business. While expelling illegal migrants in violation of their most basic human rights, they sell permanent residency for 5 million dollars.

The use of the Guantanamo naval base to imprison migrants is a brutal and illegal act that threatens the security and peace of Cuba and the region.

Real multilateral cooperation on international migration, based on respect for the Charter of the United Nations, is more urgent than ever.

Cuba reiterates its commitment to regular, safe and orderly migration, in which the human rights of migrants are effectively protected, without discrimination.
